HLS 21RS-597 ENGROSSED 2021 Regular Session HOUSE CONCURRENT RESOL UTION NO. 87 BY REPRESENTATIVE ROBERT OWEN HEALTH/DISEASE CONTROL: Creates the Louisiana Kidney Disease Prevention and Education Task Force 1 A CONCURRENT RESOL UTION 2To create a task force to study and make recommendations for increasing awareness of 3 chronic kidney disease, to request the task force to work with policymakers, public 4 health entities, and educational institutions to create educational health programs to 5 promote awareness, and to submit a written report of its findings and 6 recommendations to the Legislature of Louisiana not later than thirty days prior to 7 the convening of the 2022 Regular Session. 8 WHEREAS, according to the Centers for Disease Control and Prevention (CDC), 9when a person develops chronic kidney disease, his kidneys become damaged and over time 10the kidneys may not clean the blood as well as healthy kidneys; and 11 WHEREAS, according to the CDC, kidneys that do not work well can lead to toxic 12waste and extra fluid accumulating in the body and may lead to high blood pressure, heart 13disease, stroke, and early disease; and 14 WHEREAS, according to the CDC, an estimated fifteen percent of adults in the 15United States, which is equivalent to about thirty-seven million people, have chronic kidney 16disease; and 17 WHEREAS, according to the CDC, approximately ninety percent of adults with 18chronic kidney disease do not know they have the disease and approximately forty percent 19of adults with severe chronic kidney disease do not know they have the disease; and Page 1 of 4 HLS 21RS-597 ENGROSSED HCR NO. 87 1 WHEREAS, by providing educational health programs on chronic kidney disease, 2people with or at risk for this disease can acquire the necessary information to combat 3chronic kidney disease; and 4 WHEREAS, by increasing awareness of chronic kidney disease through promoting 5kidney health and promoting early diagnosis and treatment and preventing and controlling 6risk factors for chronic kidney disease, people with or at risk for chronic kidney disease can 7take the necessary steps to protect their kidneys. 8 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 9establish the Kidney Disease Prevention and Education Task Force to study and make 10recommendations for increasing awareness of chronic kidney disease, to work with 11policymakers, public health entities, and educational institutions to create educational health 12programs to promote awareness. 13 BE IT FURTHER RESOLVED that the membership of the task force shall be as 14follows: 15 (1)The secretary of the Louisiana Department of Health or his designee. 16 (2)The chancellor of the Louisiana State University Health Science Center at 17 New Orleans or his designee. 18 (3)The chancellor of the Louisiana State University Health Science Center at 19 Shreveport or his designee. 20 (4)One representative from the National Kidney Foundation of Louisiana. 21 (5)One representative from the Louisiana State Medical Society. 22 (6)One representative from the Louisiana Public Health Institute. 23 (7)One representative appointed by the American Kidney Fund. 24 (8)One representative from the Tulane University School of Medicine. 25 (9)One representative from the Louisiana Primary Care Association. 26 (10)One representative from the Southern University School of Nursing. 27 BE IT FURTHER RESOLVED that the Louisiana Department of Health shall 28provide staff support as needed by the task force. 29 BE IT FURTHER RESOLVED that at the first meeting, the members of the task 30force shall elect a chairperson, who shall preside over the task force. Page 2 of 4 HLS 21RS-597 ENGROSSED HCR NO. 87 1 BE IT FURTHER RESOLVED that members of the task force shall serve without 2compensation. 3 BE IT FURTHER RESOLVED that the task force shall convene its first meeting by 4September 1, 2021, and shall meet as frequently as it deems necessary for the timely 5performance of its duties. 6 BE IT FURTHER RESOLVED that the task force shall submit a written report of 7its findings and recommendations to the Legislature of Louisiana not later than thirty days 8prior to the convening of the 2022 Regular Session. 9 BE IT FURTHER RESOLVED that the task force shall study and make 10recommendations to matters that include but are not limited to the following: 11 (1)The examination of existing disparities, if any, on how chronic kidney 12 disease, transplantation, and kidney donation affect and impact non- 13 minorities versus minorities and how to reduce or eliminate those disparities. 14 (2)The development of a sustainable plan to increase awareness about early 15 detection, promote health equity and transplantation, and reduce the burden 16 of kidney diseases throughout the state of Louisiana. 17 (3)The development of a sustainable plan to conduct health education 18 workshops and seminars in order to promote awareness about chronic kidney 19 disease. 20 (4)The development of a sustainable plan to increase preventive screening of 21 chronic kidney disease in order to help bring awareness to the disease and to 22 screen, find, and treat people who may have the disease. 23 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 24secretary of the Louisiana Department of Health, the chancellor of the Louisiana State 25University Health Sciences Center at New Orleans, the chancellor of the Louisiana State 26University Health Sciences Center at Shreveport, the chief executive officer of the National 27Kidney Foundation of Louisiana, the president of the Louisiana State Medical Society, the 28chief executive officer of the Louisiana Public Health Institute, the president and chief 29executive officer of the American Kidney Fund, the dean of the Tulane University School Page 3 of 4 HLS 21RS-597 ENGROSSED HCR NO. 87 1of Medicine, the executive director of the Louisiana Primary Care Association, and the dean 2of the Southern University School of Nursing.
