HLS 21RS-2733 ENGROSSED 2021 Regular Session HOUSE RESOLUTION NO. 126 BY REPRESENTATIVE MINCEY TEACHERS: Requests the state Department of Education to evaluate training required of teachers 1 A RESOLUTION 2To urge and request the state Department of Education to evaluate training required of 3 teachers. 4 WHEREAS, teachers across Louisiana provide students with the tools they need to 5succeed in school and life; teachers carry to work every day the tremendous burden of 6responsibility for the future of society itself; and 7 WHEREAS, teachers' responsibilities can extend far beyond those listed in their job 8descriptions, and their commitment can extend far beyond the daily bell-to-bell timeframe; 9free minutes during the school day are few and far between; and 10 WHEREAS, the cost of providing training for teachers, including providing materials 11and equipment, is one of several factors that should be considered when training programs 12are mandated for the teacher workforce, in addition to the fullness of a teacher's typical work 13day; and 14 WHEREAS, unfunded mandates and uncompensated time required of teachers for 15completion of training programs should also be considered before requiring teachers to 16complete training programs; and Page 1 of 3 HLS 21RS-2733 ENGROSSED HR NO. 126 1 WHEREAS, while continuing education is vital for many professions, it is important 2to ensure Louisiana teachers are not overburdened with training programs and that the costs 3and benefits of such programs be carefully considered. 4 THEREFORE, BE IT RESOLVED that the House of Representatives of the 5Legislature of Louisiana does hereby urge and request the state Department of Education to 6evaluate annual training required of teachers and to submit a report to the House Committee 7on Education and the Senate Committee on Education that includes the following 8information: 9 (1) A list of training sessions teachers are required to complete. "Teachers" includes 10kindergarten through twelfth grade teachers at public schools, including charter schools, and 11nonpublic schools that receive state funding. 12 (2) The governing entity that requires each such training. 13 (3) The costs of training and how it is funded. 14 (4) The time each training takes to complete. 15 (5) The frequency or intervals of each training. 16 (6) Recommendations for revisions to current required training, including but not 17limited to the following: 18 (a) Topics to cover. 19 (b) Funding sources. 20 (c) Duration of training programs. 21 (d) Frequency of training. 22 (7) Recommendations for future mandated training. 23 BE IT FURTHER RESOLVED that the report shall be submitted to the House 24Committee on Education and the Senate Committee on Education not later than ninety days 25prior to the convening of the 2022 Regular Session of the Legislature. 26 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 27state superintendent of education.
