HOUSE RESOLUTION NO. 173

BOARDS/COMMISSIONS:  Requests the House Committee on Municipal, Parochial and
Cultural Affairs to study the representation of parish, municipal, and state elected
officials on boards and commissions that govern political subdivisions
1	A RESOLUTION
2To  urge and request the House Committee on Municipal, Parochial and Cultural Affairs to
3 study the representation of parish and municipal elected officials and local legislators
4 on boards and commissions that govern political subdivisions, especially those
5 boards and commissions with taxing or budgetary authority or that own, maintain,
6 or operate facilities within parish or municipal boundaries.
7 WHEREAS, Louisiana has over four hundred fifty boards and commissions; many
8boards and commissions govern entities that have local taxing and budgetary authority or
9own, maintain, or operate facilities within parish or municipal boundaries; and
10 WHEREAS, many boards and commissions with jurisdiction within the boundaries
11of parishes or municipalities diminish parish or municipal taxing authority or capacity, yet
12parish and municipal elected officials may not be represented on such boards or
13commissions; and
14 WHEREAS, the citizens of Louisiana expect full and complete transparency and
15accountability when public dollars are expended or allocated for any purpose by any parish,
16municipality, or political subdivision; and
17 WHEREAS, the membership of the Louisiana House of Representatives expects full
18and complete transparency and accountability when public dollars are expended or allocated
19for any purpose by any parish, municipality, or political subdivision.

1 THEREFORE, BE IT RESOLVED that the House of Representatives of the
2Legislature of Louisiana  does hereby urge and request the House Committee on Municipal,
3Parochial and Cultural Affairs to study the representation of parish and municipal elected
4officials and local legislators on boards and commissions that govern political subdivisions,
5especially those boards and commissions with taxing or budgetary authority or that own,
6maintain, or operate facilities within parish or municipal boundaries.
7 BE IT FURTHER RESOLVED, that the committee is requested to examine statutory
8requirements regarding appointments to such boards and commissions, especially where
9those appointments are made by nongovernmental or unelected organizations and to make
10recommendations for increasing accountability to the public by increasing the representation
11of parish and municipal elected officials and local legislators on those boards, commissions,
12and political subdivisions of the state.
13 BE IT FURTHER RESOLVED, that the committee shall report its findings,
14including recommendations for legislation, to the House of Representatives prior to
15December 1, 2021.
