MEDICAID: Urges and requests the La. Department of Health to study Medicaid rates for
nonemergency medical transportation services and potential means of financing of
those services
1 A RESOLUTION
2To urge and request the Louisiana Department of Health to study Medicaid rates for
3 nonemergency medical transportation services and potential means of financing of
4 those services and to report findings of the study to the House Committee on
5 Appropriations and the House Committee on Health and Welfare.
6 WHEREAS, the Louisiana Department of Health administers the Medicaid program
7of this state; and
8 WHEREAS, nonemergency, non-ambulance medical transportation (NEMT) services
9are a critical part of the Medicaid program of this state and are required by federal Medicaid
10policy; and
11 WHEREAS, NEMT providers facilitate access by Medicaid enrollees to vital
12healthcare services; and
13 WHEREAS, NEMT providers are experiencing increasing business costs due to a
14steep escalation in the cost of the vehicle insurance that they are required by the state
15Medicaid program to carry; and
16 WHEREAS, reforms and innovations in the NEMT program are necessary in order
17to better serve Medicaid enrollees and to improve the program overall; and
18 WHEREAS, increasing the rates paid to NEMT providers could strengthen the
19NEMT network and enhance access to care for the Medicaid enrollees of this state.

1 THEREFORE, BE IT RESOLVED that the House of Representatives of the
2Legislature of Louisiana does hereby urge and request the Louisiana Department of Health
3to study Medicaid rates for nonemergency medical transportation services and potential
4means of financing of those services.
5 BE IT FURTHER RESOLVED that the Louisiana Department of Health shall report
6findings of the study called for in this Resolution to the House Committee on Appropriations
7and the House Committee on Health and Welfare on or before October 1, 2021.
8 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
9secretary of the Louisiana Department of Health.
