SPECIAL DAY/WEEK/MONTH: Commends the Louisiana Court Appointed Special
Advocate (CASA) programs and volunteers and recognizes April 27, 2021, as CASA
Day at the state capitol
1 A RESOLUTION
2To recognize Tuesday, April 27, 2021, as CASA Day at the state capitol and to commend
3 the Louisiana Court Appointed Special Advocate program and volunteers.
4 WHEREAS, the people of Louisiana pride themselves on giving back to the
5community and contributing to the improvement of the quality of life of all citizens; and
6 WHEREAS, the Court Appointed Special Advocate, or CASA, programs in
7Louisiana, in association with the National CASA Association, speak for the best interests
8of abused and neglected children; and
9 WHEREAS, CASA volunteers are citizens appointed by a judge and trained to
10represent these children; and
11 WHEREAS, the first CASA program in Louisiana began in 1986 in Orleans Parish;
12and
13 WHEREAS, in 2021, CASA programs are serving forty-one of forty-two judicial
14districts including sixty-one parishes across the state, with donated service hours by CASA
15volunteers valued at $1.36 million; and
16 WHEREAS, nearly 14,000 children in Louisiana suffer some form of abuse or
17neglect each year; and
18 WHEREAS, approximately 4,800 of Louisiana's children are currently unable to live
19safely with their families and have been placed in foster homes and institutions; and

1 WHEREAS, in 2020, 3,524 Louisiana children were served by 1,583 CASA
2volunteers who provided 50,256 hours of volunteer service to Louisiana's foster children;
3and
4 WHEREAS, Louisiana's CASA programs and volunteers merit a special measure of
5commendation for the outstanding work they do on behalf of the abused and neglected
6children of Louisiana.
7 THEREFORE, BE IT RESOLVED that the House of Representatives of the
8Legislature of Louisiana does hereby recognize and commend the Louisiana Court
9Appointed Special Advocate programs across the state and the CASA volunteers who give
10tirelessly of their time and energy to serve as powerful voices for children and does hereby
11recognize Tuesday, April 27, 2021, as CASA Day at the state capitol.
12 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
13president of the Louisiana CASA Association.
