HOUSE RESOLUTION NO. 6

SNAP/FOOD STAMPS:  Requests that the Dept. of Children and Family Services develop
data-sharing agreements with the appropriate authorities to identify lottery and other
gaming winners who receive SNAP benefits
1	A RESOLUTION
2To urge and request the Department of Children and Family Services to develop data sharing
3 agreements with the Louisiana Gaming Control Board and the Louisiana Lottery
4 Corporation to facilitate identification of lottery and other gaming winners who
5 receive Supplemental Nutrition Assistance Program benefits.
6 WHEREAS, the program formerly known as "food stamps" was renamed the
7Supplemental Nutrition Assistance Program (SNAP) in 2008; and
8 WHEREAS, SNAP, which is administered at the state level by the Louisiana
9Department of Children and Family Services, is the largest of all federal food assistance
10programs and provides support to needy households and to those making the transition from
11welfare to work; and
12 WHEREAS, in January of 2021, nine hundred eighty-one thousand seven hundred
13fifty-one individuals received nutrition assistance benefits through Louisiana's SNAP
14program; and
15 WHEREAS, because SNAP is a means-tested assistance program, applicants must
16meet its income eligibility requirements in order to qualify for program benefits; and
17 WHEREAS, leaders at the Department of Children and Family Services and the
18Louisiana Gaming Control Board have previously endeavored to develop a data-sharing
19agreement which would facilitate the identification of gaming winners who are receiving
20SNAP benefits, but have not yet been successful in perfecting and executing such an
21agreement; and

1 WHEREAS, with respect to administration of public assistance programs, the term
2"program integrity" refers to actions by the administering agency to detect and prevent fraud,
3waste, and abuse in those programs, and thereby ensure that public dollars are expended only
4on assistance and services for people who are eligible for benefits provided through those
5programs; and
6 WHEREAS, the identification of lottery and other gaming winners who are receiving
7SNAP benefits would enhance SNAP program integrity functions of the Department of
8Children and Family Services.
9 THEREFORE, BE IT RESOLVED that the House of Representatives of the 
10Legislature of Louisiana does hereby urge and request the Department of Children and
11Family Services to develop data sharing agreements with the Louisiana Gaming Control
12Board and the Louisiana Lottery Corporation which would facilitate checking of data at a
13minimum frequency, which shall be at least monthly, for identification of lottery and other
14gaming winners who receive Supplemental Nutrition Assistance Program benefits.
15 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
16secretary of the Department of Children and Family Services, the president and chief
17executive officer of the Louisiana Lottery Corporation, and the chairman of the Louisiana
18Gaming Control Board.

The Committee Amendments Proposed by House Committee on Health and Welfare to
the original bill:
1. Revises the function of the resolution such that it would request the Dept. of
Children and Family Services, the La. Gaming Control Board, and the La.
Lottery Corporation to develop data-sharing agreements which would facilitate
checking of data for identification of lottery and other gaming winners who
receive Supplemental Nutrition Assistance Program benefits.
