Provides for remote public school registration and enrollment of children of military personnel transferring to the state. (gov sig) 1 AN ACT 2 To enact R. S. 17:101, relative to public elementary and secondary schools; to provide for 3 remote registration and preliminary enrollment of children of military personnel 4 under certain circumstances; and to provide for related matters. 5 Be it enacted by the Legislature of Louisiana: 6 Section 1. R.S. 17:101 is hereby enacted to read as follows: 7 ยง101. Children of military families; registration prior to residency; preliminary 8 enrollment 9 A. A public school governing authority shall allow a dependent child of 10 an active duty member of the United States Armed Forces to register and 11 preliminarily enroll in a public school under its jurisdiction by remote means, 12 including electronic means, prior to becoming a resident of the state, provided 13 all of the following apply: 14 (1) The student's parent or legal guardian is on active military duty and 15 is transferred or pending transfer to a military installation located in Louisiana 16 pursuant to an official military order. 17 (2) The student's parent or legal guardian provides a copy of the official Page 1 of 3 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. SB NO. 114 SLS 21RS-271 ORIGINAL 1 military order transferring the parent or legal guardian to a military 2 installation located in Louisiana to the public school governing authority. 3 (3) The student's parent or legal guardian completes and submits all 4 required registration and enrollment forms and documentation to the public 5 school governing authority, except that proof of residency shall not be required 6 until ten days after the arrival date specified on the military member's transfer 7 orders. 8 B. A public school governing authority shall provide a student who 9 remotely registers pursuant to this Section the same enrollment opportunities 10 available to resident students including requesting and applying for school 11 assignment, registering for courses, participating in extracurricular activities, 12 and applying to any school or program that requires an additional request, 13 including a lottery for admission to a specific school or program. 14 C. A student registered and enrolled pursuant to this Section shall not 15 attend school until proof of residency is provided in accordance with the policies 16 of the school's governing authority. 17 Section 2. This Act shall become effective upon signature by the governor or, if not 18 signed by the governor, upon expiration of the time for bills to become law without signature 19 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 20 vetoed by the governor and subsequently approved by the legislature, this Act shall become 21 effective on the day following such approval. Proposed law requires public school governing authorities to provide a student who registers remotely the same enrollment opportunities available to resident students including requesting and applying for school assignment, registering for courses, participating in extracurricular activities, and applying for any school or program that requires an additional request or application, including a lottery for admission to a specific school or program. Proposed law provides that a student registered and enrolled pursuant to proposed law shall not attend school until proof of residency is provided in accordance with the policies of the school's governing authority.
