RÉSUMÉ DIGEST ACT 209 (SB 116) 2021 Regular Session Tarver Prior law required the Department of Children and Family Services (department) to develop and implement Strategies to Empower People (STEP) as the employment program for work- eligible recipients of cash assistance in accordance with the provisions of the Federal Welfare Reform Act. Prior law required the La. Workforce Commission (commission) to collaborate with the department to identify and coordinate employment services for the program. New law provides the commission may collaborate with the department to identify and coordinate employment services for the program. Prior law required the commission and the department to report to the House and Senate committees on health and welfare on the progress of the plan within one year of the implementation of the plan. New law removes prior law. Prior law required employment services to be delivered pursuant to performance-based contracts between the department and the commission, other governmental agencies, or any community partner. New law provides that employment services may be delivered pursuant to performance-based contracts between the department and the commission, other governmental agencies, or any community partner. New law removes from prior law the requirement that the secretary of the department provide workers' compensation and liability insurance coverage for participants engaged in work experience or community service activities.
