Provides for the number of board members of the Louisiana Housing Corporation. (8/1/21) 1 AN ACT 2 To amend and reenact R.S. 40:600.89(A)(1), the introductory paragraph of (2), (c), and (e), 3 and (3)(a) and (b), relative to the Louisiana Housing Corporation; to provide relative 4 to the board of directors; and to provide for related matters. 5 Be it enacted by the Legislature of Louisiana: 6 Section 1. R.S. 40:600.89(A)(1), the introductory paragraph of (2), (c), and (e), and 7 (3)(a) and (b) are hereby amended and reenacted to read as follows: 8 ยง600.89. Organization of the corporation 9 A. The Louisiana Housing Corporation shall be governed by a board of 10 directors composed of the following members: 11 (1) One member shall be the state treasurer or his designee. Notwithstanding 12 the provisions of R.S. 49:307.1, the treasurer may name any person as his 13 designee to this board. 14 (2) Six Eight members shall be appointed by the governor, two of which 15 shall be at-large appointments. SB NO. 188 SLS 21RS-410 ENGROSSED 1 (c) Not more than one member appointed pursuant to this Paragraph shall be 2 a resident of a single congressional district, except for the at-large members whom 3 may be selected from the state at large. 4 * * * 5 (e) The six eight members appointed by the governor shall be diverse and 6 representative of the state's population as near as practicable, including with respect 7 to ethnicity, and shall each be submitted to the Senate for confirmation. 8 * * * 9 (3) Four Eight additional members shall be appointed as follows: 10 (a) Two Four persons appointed by the president of the Senate, one of whom 11 shall be appointed from a parish having a population of less than seventy-five 12 thousand persons according to the latest federal decennial census or a municipality 13 having a population less than fifteen thousand persons according to the latest federal 14 decennial census. The two four members appointed pursuant to this Subparagraph 15 shall serve at the pleasure of the president of the Senate. 16 (b) Two Four persons appointed by the speaker of the House of 17 Representatives, one of whom shall be appointed from a parish having a population 18 of less than 75k persons according to the latest federal decennial census or a 19 municipality having a population less than 15k persons according to the latest federal 20 decennial census. DIGEST SB 188 Engrossed 2021 Regular Session Womack Present law provides that the state treasurer or his designee shall be a member of the Louisiana Housing Corporation board. Present law provides that the state treasurer is authorized to appoint as his designee on any statewide board to which he is a member, the deputy state treasurer or any assistant treasurer or any senior staff member of his office to represent him and any action taken or vote made by such representative shall carry the full force and effect as if made by the state treasurer. Present law provides that six members of the board of directors for the Louisiana Housing Corporation shall be appointed by the governor. Proposed law retains present law but increases the governors appointees from six to eight. Present law provides that not more than one member appointed by the governor pursuant to present law shall be a resident of a single congressional district. Proposed law retains present law but provides an exception for at-large members whom may be appointed from anywhere in the state. Present law provides that two members of the board of directors for the Louisiana Housing Corporation will be appointed by the president of the Senate, one that will be appointed from a parish having a population of less than 75,000 persons according to the latest federal decennial census or a municipality having a population less than 15,000 persons according to the latest federal decennial census. The two members appointed pursuant to present law will serve at the pleasure of the president of the Senate. Proposed law retains present law but increases the president of the Senate's appointees from two to four. Present law provides that two members of the board of directors for the Louisiana Housing Corporation will be appointed by the speaker of the House of Representatives, one that will be appointed from a parish having a population of less than 75,000 persons according to the latest federal decennial census or a municipality having a population less than 15,000 persons according to the latest federal decennial census. The two members appointed pursuant to present law will serve at the pleasure of the speaker of the House of Representatives. Proposed law retains present law but increases the speaker of the House of Representatives appointees from two to four. Effective August 1, 2021.
