DIGEST SB 188 Engrossed 2021 Regular Session Womack Present law provides that the state treasurer or his designee shall be a member of the Louisiana Housing Corporation board. Present law provides that the state treasurer is authorized to appoint as his designee on any statewide board to which he is a member, the deputy state treasurer or any assistant treasurer or any senior staff member of his office to represent him and any action taken or vote made by such representative shall carry the full force and effect as if made by the state treasurer. Proposed law provides that notwithstanding present law the treasurer may appoint any person as his designee. Present law provides that six members of the board of directors for the Louisiana Housing Corporation shall be appointed by the governor. Proposed law retains present law but increases the governors appointees from six to eight. Present law provides that not more than one member appointed by the governor pursuant to present law shall be a resident of a single congressional district. Proposed law retains present law but provides an exception for at-large members whom may be appointed from anywhere in the state. Present law provides that two members of the board of directors for the Louisiana Housing Corporation will be appointed by the president of the Senate, one that will be appointed from a parish having a population of less than 75,000 persons according to the latest federal decennial census or a municipality having a population less than 15,000 persons according to the latest federal decennial census. The two members appointed pursuant to present law will serve at the pleasure of the president of the Senate. Proposed law retains present law but increases the president of the Senate's appointees from two to four. Present law provides that two members of the board of directors for the Louisiana Housing Corporation will be appointed by the speaker of the House of Representatives, one that will be appointed from a parish having a population of less than 75,000 persons according to the latest federal decennial census or a municipality having a population less than 15,000 persons according to the latest federal decennial census. The two members appointed pursuant to present law will serve at the pleasure of the speaker of the House of Representatives. Proposed law retains present law but increases the speaker of the House of Representatives appointees from two to four. Effective August 1, 2021.
