Provides relative to horse racing. (gov sig) 1 AN ACT 2 To amend and reenact R.S. 4:166.7, relative to horse racing; to provide relative to 3 pari-mutuel wagering; to provide for exotic wagering; to provide for allocation of 4 proceeds during and for a race meeting; to provide for terms and conditions; and to 5 provide for related matters. 6 Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 4:166.7 is hereby amended and reenacted to read as follows: 8 ยง166.7. Exotic wagering, allocation of proceeds during and for a race meeting; 9 concurrence required 10 A. Notwithstanding any provision of this Chapter to the contrary, during and 11 for any race meeting, the commission, with the concurrence of the association 12 conducting the race meeting and the Horsemen's Benevolent and Protective 13 Association, may provide that the takeout deducted from pick-three, pick-four, pick- 14 five, and pick-six, and pick (n) wagers is an amount of not less than twelve percent 15 and not more than twenty-five percent. Absent such an agreement, the takeout shall 16 remain at twenty-five percent. 17 B. The sale of pick (n) tickets other than from 4 pari-mutuel machines shall be deemed illegal and is prohibited. 5 Section 2. This Act shall become effective upon signature by the governor or, if not 6 signed by the governor, upon expiration of the time for bills to become law without signature 7 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 8 vetoed by the governor and subsequently approved by the legislature, this Act shall become 9 effective on the day following such approval. DIGEST SB 209 Original 2021 Regular Session Smith Present law authorizes the La. State Racing Commission, with the concurrence of the association conducting the race meeting and the Horsemen's Benevolent and Protective Association to provide that the takeout deducted from pick-three, pick-four, and pick-six wagers is an amount of not less than 12% and not more than 25% during and for any race meeting. Present law further requires that the takeout remain at 25%, absent such an agreement. Proposed law retains present law and adds the terms "pick-five" and "pick (n)" to the list of exotic wagers described in present law. Proposed law defines "pick (n)" as a form of pari-mutuel wagering where "(n)" is a varying number of races exceeding three races. Bettors select the first horse in each of (n) consecutive races designated as the pick (n) by the permit holder.
