SENATE CONCURRENT RESOL UTION NO. 23
BY SENATOR FOIL 
COMMENDATIONS.  Commends Commander Matthew Noland on the occasion of taking
command of the guided missile destroyer USS KIDD.
1	A CONCURRENT RESOL UTION
2 To commend and congratulate Commander Matthew Noland of the United States Navy on
3 the occasion of taking command of the guided missile destroyer USS KIDD.
4 WHEREAS, Matthew Noland was born in Baton Rouge to John and Lynn Noland;
5 and
6 WHEREAS, he graduated from McKinley Senior High School and attended LSU on
7 a music scholarship in violin performance; and
8 WHEREAS, as a sophomore, Matthew decided to become a naval officer, graduated
9 in 2002 with a degree in history, and earned a naval commission through the Naval Reserve
10 Officer Training Corps; and
11 WHEREAS, he is married to Elizabeth Schroeter, a native of Zachary, Louisiana, and
12 they have three daughters, Stella, Adrienne and Remy; and
13 WHEREAS, Matthew has served aboard a guided missile frigate, two guided missile
14 cruisers, and conducted a three-year naval exchange tour with the Royal Canadian Navy,
15 living in Halifax, Nova Scotia; and
16 WHEREAS, he earned a master's degree in strategy and warfare from the Naval War
17 College in 2015 before serving as an Operational Planner on the 7th Fleet staff in Yokosuka,
18 Japan, and is a Warfare and Tactics Instructor for Anti-Submarine and Anti-Surface

1 Warfare; and
2 WHEREAS, most recently Matthew Noland completed an eighteen-month tour as
3 Executive Officer onboard the guided missile destroyer USS KIDD (DDG 100) stationed in
4 Everett, Washington; and
5 WHEREAS, like its predecessor in Baton Rouge, the ship is named for Rear Adm.
6 Isaac C. Kidd, who died aboard the USS Arizona in the December 7, 1941, attack on Pearl
7 Harbor, the first American flag officer killed in World War II; and
8 WHEREAS, on May 12, 2021, Commander Matthew Noland is scheduled to take
9 command of USS KIDD in a ceremony in Everett, Washington, when he will become the
10 newest "Captain of the KIDD".
11 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
12 commend and congratulate Commander Matthew Noland on taking command of the guided
13 missile destroyer USS KIDD.
14 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
15 Commander Matthew Noland.
