SLS 21RS-34 ORIGINAL 2021 Regular Session SENATE CONCURRENT RESOL UTION NO. 52 BY SENATOR SMITH AND REPRESENTATIVE GREGORY MILLER CONDOLENCES. Expresses condolences upon the death of Billy B. Booth. 1 A CONCURRENT RESOL UTION 2 To express the sincere condolences of the Legislature of Louisiana upon the passing of 3 Billy B. Booth. 4 WHEREAS, it is with great regret that the citizens of Louisiana have learned of the 5 death of Billy B. Booth. 6 WHEREAS, Billy Byron Booth passed away on December 26, 2020, at the age of 7 74 after a fierce fight with COVID-19 and pneumonia; and 8 WHEREAS, Billy was born on June 2, 1946, in Terry, Mississippi; and 9 WHEREAS, he graduated from Bogalusa High School as well as Louisiana College 10 where he earned a Bachelor of Arts in religion and speech; and 11 WHEREAS, in 1969, Billy joined the New Orleans Police Department where he 12 served as a patrolman in the third district, worked in the communications division, became 13 an emergency medical technician, and capped his career with the New Orleans Police 14 Department as a bomb squad technician, all while earning his bachelor's degree in 15 criminology from Loyola University in New Orleans; and 16 WHEREAS, Billy later served as a state trooper in Troop B and was selected to be 17 part of their executive protection unit where he had the privilege of protecting Lieutenant 18 Governor James Fitzmorris Jr. who became a lifelong friend; and Page 1 of 3 SCR NO. 52 SLS 21RS-34 ORIGINAL 1 WHEREAS, in 1980, he was hired as chief of security for McMoran Oil and Gas and 2 later Freeport-McMoran where Billy worked for twenty years, including seven years as 3 director of security at their copper mine in Iran Jaya, Indonesia; and 4 WHEREAS, after over thirty years of service in high stress occupations, Billy tried 5 to retire, but it only lasted six months which was long enough to catch up on projects around 6 the house; and 7 WHEREAS, shortly after the 9/11 terrorist attacks, Billy acted on his call to duty and 8 joined the newly-created Transportation Security Administration as a supervisory 9 transportation officer, where he also served as a trainer and analyst; and 10 WHEREAS, he was promoted to lead transportation security specialist for explosives 11 where he continued to proudly serve until he became ill; and 12 WHEREAS, Billy was a faithful Christian and a proud member of the Gideons 13 International, a deacon at St. Rose Community Church and First Baptist Church of Kenner, 14 and participated with joy in numerous church choirs and Bible study groups; and 15 WHEREAS, he was a member of the St. Rose Planning and Zoning Commission for 16 twelve years; and 17 WHEREAS, Billy is survived by his beloved wife Theresa Miller Booth; his brother 18 John David Booth Sr. and spouse Susan; his sisters-in-law Opal Bode and spouse George, 19 and Janis Bonura and spouse Justin; his brother-in-law Sam Miller and spouse Debbi; 20 children Paul Byron Booth and Dr. Angela Booth Wingfield and spouse Bill; his stepson 21 Wayne Barrett Marvin Jr and spouse Cole; his step son-in-law Billy Maisano; grandchildren 22 Spencer and Claire Wingfield; John Paul and Miles Booth; Lauren, Nicole, Katherine, and 23 Will Maisano; Amanda, Emma, and Grant Marvin; Haleigh, Alaina and Ben Gardner; as 24 well as a host of loving nieces, nephews, and cousins; and 25 WHEREAS, because of his numerous accomplishments in public and private life, 26 Billy B. Booth will be forever remembered by the people and friends in Louisiana for his 27 integrity, dignity, courage, and joy he left in the hearts of all who knew him. 28 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 29 extend sincere regrets and condolences to his family on the occasion of his death. 30 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Page 2 of 3 SCR NO. 52 SLS 21RS-34 ORIGINAL 1 Billy's wife, Theresa Miller Booth.
