2021 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 55 BY SENATOR MILLIGAN A CONCURRENT RESOL UTION To urge and request every parish Office of Emergency Preparedness (OEP) to provide annual training on disaster response for their local and municipal leadership. WHEREAS, every year, disasters put millions of Americans in danger and cost billions of dollars in property damage and lives lost; and WHEREAS, in the wake of a disaster, the people of Louisiana have always come together with compassion and courage; and WHEREAS, every parish Office of Emergency Preparedness plays a part in helping communities reduce risk, assisting emergency officials in preparing for all hazards, and aiding people in getting back on their feet after their lives are disrupted by a disaster or an emergency; and WHEREAS, experience teaches that the basic tenets of responding to specific needs and involving the local people are essential, particularly in emergency situations; and WHEREAS, training is essential to the success of any group of individuals who must work together seamlessly toward a common goal; and WHEREAS, comprehensive training of groups charged with responding to natural disasters or other emergencies is imperative to protecting the health, safety, and welfare of the people of Louisiana; and WHEREAS, everyone needs training to become familiar with protective actions for preservation of life and safety; and WHEREAS, the aim of training is to build the capacity of leadership and their subordinates to improve preparedness and response at all levels during and after disasters and to give all components of the team the means to work together in a coordinated manner; and WHEREAS, local and municipal leadership should be trained to ensure they are familiar with their defined roles and responsibilities in case of an emergency or disaster; and Page 1 of 2 SCR NO. 55 ENROLLED WHEREAS, records documenting the scope of training and the names of the participants and instructors should be maintained in accordance with the applicable retention schedules; and WHEREAS, when a disaster occurs, prompt and reliable information exchange, coordinated behavior, and self-sacrifice play roles in securing collective safety and recovery. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request every parish Office of Emergency Preparedness (OEP) to provide annual training on disaster response for their local and municipal leadership. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the director of the Office of Emergency Preparedness and each Office of Emergency Preparedness regional director.
