SENATE CONCURRENT RESOL UTION NO. 63

COMMENDATIONS.  Commends the Louisiana Offshore Oil Port on its 40
th
 anniversary
of deepwater port operation.
1	A CONCURRENT RESOL UTION
2 To commend the Louisiana Offshore Oil Port on its 40th anniversary of deepwater port
3 operation.
4 WHEREAS, on January 27, 1977, the Louisiana Offshore Terminal Authority issued
5 to the Louisiana Offshore Oil Port, herein known as "LOOP", a first-ever license to construct
6 and operate offshore terminal facilities for the purpose of building a deepwater port as a safe
7 means to receive and deliver crude oil from the largest tankers in the world; and
8 WHEREAS, on May 2, 1981, after constructing the nation's first deepwater port,
9 LOOP offloaded the Texaco Carribean to deliver crude oil to refineries serving the energy
10 needs of Louisiana citizens and the American public, and since that time, LOOP has safely
11 moored over ten thousand six hundred tankers at the deepwater port; and
12 WHEREAS, in 1996, LOOP began receiving crude oil production from the Gulf of
13 Mexico as an economic and safe means of transporting outer continental shelf crude oil to
14 the United States mainland; and
15 WHEREAS, today, LOOP safely receives, stores, and distributes more than fifty-five
16 percent of all crude oil produced from the Gulf of Mexico outer continental shelf, and more
17 than eight percent of all crude oil refined in the entire United States, which activities support
18 critical jobs and revenue for the state of Louisiana and its citizens; and

1 WHEREAS, in 2018, LOOP received federal and state approval to begin loading
2 operations from the deepwater port, and since that time, more than one hundred sixty million
3 barrels of domestically produced crude oil have been exported from LOOP to international
4 ports, which has positively affected the balance of trade of the United States by several
5 billion dollars; and
6 WHEREAS, LOOP has become one of the largest privately owned crude oil storage
7 facilities in the United States with more than seventy-two million barrels of storage available
8 for refiners and producers to ensure a reliable supply of energy for American consumers; and
9 WHEREAS, LOOP takes great care in performing its services in a safe and
10 environmentally responsible manner through the development and implementation of a
11 one-of-a-kind Superport Environmental Protection Plan and Environmental Monitoring
12 Program that ensures the people of Louisiana and the environment are least impacted from
13 its operations; and
14 WHEREAS, since its operations began, LOOP has safely received, stored, and
15 distributed more than fourteen billion barrels of crude oil without a significant
16 environmental incident; and
17 WHEREAS, as the only crude oil deepwater port in the United States, LOOP's
18 forty-year success is a result of the genius, innovation, collaboration, and hard work of its
19 employees, contractors, and local, state, and federal stakeholders to ensure the American
20 public receives a safe and reliable supply of energy.
21 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana commemorates
22 the 40th anniversary of the Louisiana Offshore Oil Port as the first and only crude oil
23 deepwater port in the United States.
24 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby
25 recognize the activities of the Louisiana Offshore Oil Port and commends the Louisiana
26 Offshore Oil Port for safely receiving, storing, and distributing billions of barrels of crude
27 oil to ensure a reliable supply of energy for the American public and contributing
28 significantly to the economic productivity of the United States.
29 BE IT FURTHER RESOLVED that the Legislature of Louisiana supports the
30 Louisiana Offshore Oil Port in its commitment to safe operations and the environment in

1 protecting the interests of Louisiana and its citizens.
2 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
3 Louisiana Offshore Oil Port.
