SLS 21RS-244 ORIGINAL 2021 Regular Session SENATE RESOLUTION NO. 10 BY SENATOR BOUDREAUX COMMENDATIONS. Commends Phyllis Coleman Mouton on receiving the Trailblazer Award by the United Way of Acadiana's Women Who Mean Business. 1 A RESOLUTION 2 To commend and congratulate Phyllis Coleman Mouton, recipient of the United Way of 3 Acadiana's Trailblazer Award. 4 WHEREAS, Phyllis Coleman Mouton is among nine women who was recognized 5 during a virtual ceremony on the United Way of Acadiana's Facebook page at 6:30 p.m. on 6 December 9, 2020, during which she received the Trailblazer Award; and 7 WHEREAS, she was born and raised in Lafayette, Louisiana, attended elementary 8 school at Immaculate Heart of Mary Catholic School, and graduated from Paul Breaux High 9 School; and 10 WHEREAS, after graduating from the University of Louisiana at Lafayette with a 11 degree in computer science and management, she became the first African-American 12 employed as a computer analyst for Martin Marietta Aerospace in Orlando, Florida; and 13 WHEREAS, in 1972, Phyllis Colman Mouton and her husband opened Circle M 14 Supply Company Inc., an oil field drilling supply firm; and 15 WHEREAS, she later graduated from the Louisiana State University Executive MBA 16 Program and completed all requirements at Southern University Graduate School in public 17 policy; and 18 WHEREAS, Phyllis Coleman Mouton was the first African-American woman to be Page 1 of 3 SR NO. 10 SLS 21RS-244 ORIGINAL 1 named president of the Rotary Club of Baton Rouge, the fourth-largest club in the world 2 with over five hundred members and the first African-American to be named interim CEO 3 of the Capital Area United Way; and 4 WHEREAS, she has served in leadership for several boards and commissions and 5 is a member of Women United, Delta Sigma Theta Sorority, Rotary Club of Baton Rouge, 6 Emeritus Board member of Southern Mutual Help Association, Moncus Park and PASA, and 7 is founder and president of Women of Wisdom; and 8 WHEREAS, at the age of thirty-five, she was the first African-American and first 9 woman to be named president of the Lafayette Chamber of Commerce and two years later 10 became the first African-American woman to serve as secretary of the Louisiana Department 11 of Labor from 1988 to 1991; and 12 WHEREAS, Phyllis Coleman Mouton served as the vice president of workforce and 13 economic development at Baton Rouge Community College from 1997 until her retirement 14 in 2017 when she was named Distinguished Retiree; and 15 WHEREAS, she is married to Lyle Mouton Sr., and they have three children: Lyle 16 Jr., Lynn, and Leah; and seven grandchildren: Alexis, Kayla, Cameron, Keegan, Cole, 17 Khloe, and Kaden; and 18 WHEREAS, her favorite motto is: "Never forget where you have come from, but 19 never allow where you have come from to keep you from where you are going."; and 20 WHEREAS, it is appropriate to commend Phyllis Coleman Mouton for her public 21 and community service, dedication to excellence, and outstanding accomplishments, and 22 upon being selected to receive the Trailblazer Award during the United Way of Acadiana's 23 Women Who Mean Business awards program. 24 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 25 does hereby commend and congratulate Phyllis Coleman Mouton upon being selected to 26 receive the Trailblazer Award from the United Way of Acadiana and her achievements and 27 contributions to her community and state and the honor and pride that she brings to her 28 family and friends, the city of Lafayette, the Acadiana region, and the state of Louisiana. 29 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to 30 Phyllis Coleman Mouton.
