SENATE RESOLUTION NO. 183
BY SENATOR CORTEZ 
COMMENDATIONS.  Commends Senate security officer, James Richard Bright, on the
occasion of his retirement.
1	A RESOLUTION
2 To commend and congratulate James Richard Bright for dedicated service as a Senate
3 security officer, upon his retirement.
4 WHEREAS, James Richard Bright was born in Columbia, Louisiana, in 1945, and
5 shortly thereafter, his family moved to Baton Rouge; and
6 WHEREAS, after graduating from Baton Rouge High School in 1964, Richard
7 served four years in the United States Air Force, two years in Vietnam, and other Southeast
8 Asia countries; and
9 WHEREAS, he returned home to begin his fifty-year plus law enforcement career,
10 beginning with the East Baton Rouge Parish Sheriff's Office in 1968; and
11 WHEREAS, Richard subsequently worked for the LSU Police Department and then
12 the Mississippi River Bridge Police, before becoming employed by the Louisiana
13 Department of Public Safety Police where he retired as Lieutenant in 2007; and
14 WHEREAS, he has proudly served as a security officer for the Louisiana Senate
15 since 2008; and
16 WHEREAS, Richard and his wife, Phyllis, have been married for thirty-four years;
17 and
18 WHEREAS, he is a member of Ingleside United Methodist Church and sings in the

1 choir; and
2 WHEREAS, the success of the state of Louisiana, the strength of our communities,
3 and the overall vitality of American society depend in great measure upon men like
4 Richard Bright who use their talents and resources to lead by example, with ethics and
5 integrity, while serving their state and their country.
6 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
7 does hereby commend and express appreciation to Senate security officer, Richard Bright,
8 on the occasion of his retirement after fourteen years of dedicated and distinguished service
9 with the Senate and overall fifty-plus years in law enforcement, and does hereby extend to
10 him and his family full measures of continued success and happiness in future endeavors.
11 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
12 James Richard Bright.
