SENATE RESOLUTION NO. 211

MEDICAID.  Requests the Louisiana Department of Health to study Medicaid rates for
nonemergency medical transportation services and potential means for financing those
services.
1	A RESOLUTION
2 To urge and request the Louisiana Department of Health to study the Medicaid rates for
3 nonemergency medical transportation services and potential means for financing
4 those services and to report the findings of the study to the Senate Committee on
5 Finance and the Senate Committee on Health and Welfare.
6 WHEREAS, the Louisiana Department of Health administers the Medicaid program
7 of this state; and
8 WHEREAS, nonemergency, non-ambulance medical transportation (NEMT) services
9 are a critical part of the Medicaid program of this state and are required by federal Medicaid
10 policy; and
11 WHEREAS, NEMT providers facilitate access for Medicaid enrollees to vital health
12 care services; and
13 WHEREAS, NEMT providers are experiencing increasing business costs due to a
14 steep escalation in the cost of the vehicle insurance that they are required by the state
15 Medicaid program to carry; and
16 WHEREAS, reforms and innovations in the NEMT program are necessary in order
17 to better serve Medicaid enrollees and to improve the program overall; and
18 WHEREAS, increasing the rates paid to NEMT providers could strengthen the

1 NEMT network and enhance access to care for the Medicaid enrollees of this state.
2 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
3 does hereby urge and request the Louisiana Department of Health to study the Medicaid
4 rates for nonemergency medical transportation services and potential means for financing
5 those services.
6 BE IT FURTHER RESOLVED that the Louisiana Department of Health shall report
7 the findings of the study called for in this Resolution to the Senate Committee on Finance
8 and the Senate Committee on Health and Welfare not later than October 1, 2021.
9 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
10 secretary of the Louisiana Department of Health.
