SENATE RESOLUTION NO. 24
BY SENATOR JACKSON 
CRIME/PUNISHMENT.  Establishes a task force to study crime and crime prevention in
Ouachita Parish.
1	A RESOLUTION
2 To establish a task force to study crime and crime prevention in Ouachita Parish and to
3 require the task force to make recommendations to the Senate.
4 WHEREAS, while Ouachita Parish has been recognized nationally as a great place
5 to live because of its affordability, low traffic, and mild winters, its increasing crime rate
6 detracts from its desirability; and
7 WHEREAS, a strategic approach to address crime and crime prevention in Ouachita
8 Parish is essential to reducing the crime rate and enhancing quality of life for residents of
9 the parish.
10 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
11 does hereby establish the Ouachita Parish Crime and Crime Prevention Task Force to study
12 crime and crime prevention in Ouachita Parish, and requires the task force to report its
13 findings and make recommendations.
14 BE IT FURTHER RESOLVED that the Ouachita Parish Crime and Crime Prevention
15 Task Force shall be comprised of the following:
16 (1) Each member of the Louisiana Senate whose district includes a portion of
17 Ouachita Parish, or his designee.
18 (2) The chief law enforcement officer of each municipality located in Ouachita

1 Parish, or his designee.
2 (3) The sheriff of Ouachita Parish, or his designee.
3 (4) The city marshal of the city of Monroe, or his designee.
4 (5) The city marshal of the city of West Monroe, or his designee.
5 (6) The district attorney for Ouachita Parish, or his designee.
6 (7) The district public defender for the Fourth Judicial District, or his designee.
7 (8) The chair of the Monroe Chamber of Commerce, or his designee.
8 (9) The chairman of the West Monroe-West Ouachita Chamber of Commerce, or his
9 designee.
10 (10) The president of the Monroe/Ouachita Parish branch of the National Association
11 for the Advancement of Colored People (NAACP), or his designee.
12 (11) A constituent appointed by each member of the Louisiana Senate and the
13 Louisiana House of Representatives whose district includes any portion of Ouachita Parish.
14 BE IT FURTHER RESOLVED that the task force shall be chaired by the senator
15 representing Senate District No. 34, and it may elect a vice chair and other officers as
16 determined to be necessary.
17 BE IT FURTHER RESOLVED that the task force shall meet at such times and
18 places as determined by its chair.
19 BE IT FURTHER RESOLVED that a majority of the total membership shall
20 constitute a quorum of the task force, and any official action by the task force shall require
21 an affirmative vote of a majority of the quorum present and voting.
22 BE IT FURTHER RESOLVED that the members of the task force shall serve
23 without compensation, except per diem or expenses reimbursement to which they may be
24 individually entitled as members of their constituent organizations.
25 BE IT FURTHER RESOLVED that the task force shall receive staff support from
26 the district office of the senator representing Senate District No. 34.
27 BE IT FURTHER RESOLVED that the task force shall receive public testimony and
28 comment, and shall report its findings and recommendations to the president of the
29 Louisiana Senate on or before March 1, 2022.
30 BE IT FURTHER RESOLVED that a copy of this Resolution shall be transmitted

1 to the chief law enforcement officer in each municipality in Ouachita Parish, the sheriff of
2 Ouachita Parish, the city marshals of Monroe and West Monroe, the district attorney for
3 Ouachita Parish, the district public defender for the Fourth Judicial District, the Monroe and
4 the West Monroe-West Ouachita chambers of commerce, the Monroe/Ouachita Parish
5 branch of the NAACP, and each member of the Louisiana House of Representatives whose
6 district includes any portion of Ouachita Parish.
