SENATE RESOLUTION NO. 55
BY SENATOR FOIL 
A RESOLUTION
To express the sincere condolences of the Senate of the Legislature of Louisiana upon the
death of Percival Lange LeBlanc.
WHEREAS, Percival Lange LeBlanc was born to Sidney A. Lange Sr. and Emily
Percival Douglas Lange; and
WHEREAS, as a young woman, she married Daniel Wallace LeBlanc and through
this union their daughters Michelle "Mimi" and Emily were born; and
WHEREAS, a native of New Orleans, Mrs. LeBlanc called Baton Rouge home since
1957; and
WHEREAS, Mrs. LeBlanc graduated from The Academy of the Sacred Heart in New
Orleans and attended Loyola University; and
WHEREAS, after working for many years, she was happy to be a stay-at-home mom
and housewife; and
WHEREAS, Mrs. LeBlanc never hesitated to volunteer for numerous activities; and
WHEREAS, she was a dedicated and loving wife, mother, grandmother, and friend,
and was totally involved in her community on behalf of the betterment of her fellow man
until she departed this world on February 2, 2021; and
WHEREAS, Mrs. LeBlanc was preceded in death by her husband Daniel Wallace
LeBlanc; her parents, Sidney A. Lange Sr. and Emily Percival Douglas Lange; an infant
granddaughter, Danielle LeBlanc Root; her brothers, Reverend Sidney A. Lange Jr. and John
H. Lange Sr.; and her sister, Louise Lange Stewart; and
WHEREAS, she is survived by daughters, Michelle "Mimi" LeBlanc Richardson and
her husband, Dr. Romie N. Richardson, and Emil LeBlanc Reech and her husband,
Christopher D. Reech; granddaughters, Nicole Marie Richardson and Margaret Marie
Richardson; and grandson, Timothy Daniel Reech; and

WHEREAS, the memory of Percival Lange LeBlanc shall live forever in the minds
and hearts of all who knew and loved her.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby express profound condolences to the family of Percival Lange LeBlanc, wife,
mother, grandmother, and friend upon the occasion of her passing.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
family of Percival Lange LeBlanc.
