SENATE RESOLUTION NO. 66

COMMENDATIONS.  Commends Congressman-elect Troy A. Carter on being elected to
the 2
nd
 Congressional District.
1	A RESOLUTION
2 To commend and congratulate Senator and Congressman-elect Troy A. Carter upon his
3 election to the United States Congress, representing Louisiana's Second
4 Congressional District.
5 WHEREAS, Pastor Eartha Flemings Carter raised Teddy, Kenneth, Gary, Gregory,
6 Jill, and Troy Carter on the West Bank of Orleans Parish; and
7 WHEREAS, "Momsy" put herself through Xavier while raising her children and
8 taught them the importance of faith, hard work, and service; and
9 WHEREAS, "Momsy" instilled in each of her children that they could do anything
10 they set their minds to; and
11 WHEREAS, Troy Carter is the proud father of Troy II and Joshua Carter, Millie,
12 Beaux, and Milo; and
13 WHEREAS, on October 19, 2019, Senator Troy A. Carter joined the love of his life,
14 Brigadier General Andree' "Ana" Navarro, in marriage; and
15 WHEREAS, Troy Carter, the youngest of six children, was educated in the Orleans
16 Parish Public School system and earned a Bachelor of Arts in Political Science and Business
17 Administration at Xavier University of Louisiana; and
18 WHEREAS, he also studied at Carnegie-Mellon's Graduate School of Urban and

1 Public Affairs in Pittsburgh, Pennsylvania, and served as an adjunct instructor of Political
2 Science at Xavier University of Louisiana; and
3 WHEREAS, Troy Carter was awarded a Green Foundation Fellow to Harvard
4 University, John F. Kennedy School of Government's Program for Senior Executives in State
5 and Local Government; and
6 WHEREAS, Troy Carter has enjoyed a distinguished career in virtually every level
7 of local and state government, which began when he served for six years as the Executive
8 Assistant to New Orleans Mayor Sidney Barthelemy; and
9 WHEREAS, in 1991, he became the first African American to be elected to the
10 Louisiana House of Representatives from the 102nd District (Algiers), served on the
11 Education Committee, Municipal, Parochial and Cultural Affairs Committee, and the
12 Transportation, Highways and Public Works Committee, and also served as the youngest
13 floor leader representing the city of New Orleans in the House of Representatives; and
14 WHEREAS, in September 1992, during his first year as a state representative, Troy
15 Carter was recognized by the Louisiana Municipal Association, which awarded him the
16 Outstanding Legislator of the Year; he was also named to the "All Rookie Team 1993" by
17 the late Louisiana political columnist John Maginnis; and
18 WHEREAS, in 1994, Troy Carter was elected to the New Orleans City Council
19 representing District C, which includes the historic French Quarter and the New Orleans
20 Westbank – once again, the first African American to be elected to the position; and
21 WHEREAS, in 1997, he again made history by becoming the first incumbent District
22 C council member in modern history to be reelected without opposition; and
23 WHEREAS, during his years on the council, Carter served with distinction and was
24 a driving force in the renaissance of New Orleans with an enviable record of achievement;
25 and
26 WHEREAS, Troy Carter is committed to the community and serves on numerous
27 civic associations and in other organizations; and
28 WHEREAS, as a city councilman, Troy Carter served as Chairman of the City
29 Council Special Development Projects Committee and the Ground Transportation
30 Committee, the Utilities, Cable/Telecommunications Committee, and the Budget

1 Committee; he was on the Board of Directors of the New Orleans Sewerage and Water
2 Board where he served as Chairman of the Operations Committee; and he was a member of
3 the Board of Directors of the French Market Corporation, the Upper Pontalba Building
4 Restoration Corporation, the New Orleans Tourism Marketing Corporation, the Greater New
5 Orleans Tourist & Convention Commission, the Canal Street Development Corporation, and
6 the Rivergate Development Corporation; and
7 WHEREAS, on January 11, 2016, Troy Carter was sworn in as the first
8 African-American Louisiana State Senator for District 7 and has served as Chairman of the
9 Labor and Industrial Relations Committee and as a member of the Commerce, Consumer
10 Protection and International Affairs Committee, the Judiciary C Committee, the Revenue
11 and Fiscal Affairs Committee, the Select Coastal Restoration and Flood Control Committee,
12 the Select Committee on Homeland Security, and the Select Committee on Military and
13 Veterans Affairs; and
14 WHEREAS, reelected in 2020 as a state senator, he has sought to raise the state's
15 minimum wage and strengthen anti-discrimination laws against the LGBTQ+ community
16 and has opposed measures which would restrict abortion and strengthen gun rights; and
17 WHEREAS, during his tenure as a state legislator, he authored or coauthored more
18 than seventy-five bills which have become law; and
19 WHEREAS, Troy Carter is a member of the Louisiana Democratic Caucus, Jefferson
20 Parish Legislative Delegation, Orleans Delegation, and Louisiana Legislative Black Caucus,
21 as well as Chairman of the Senate Democratic Caucus; and
22 WHEREAS, he is an elected member of the Orleans Parish Democratic Executive
23 Committee, where he is the Chairman of District C; he is the Chairman of the Board of the
24 Algiers Development District; he was elected as a delegate to the 1988, 1992, 1996, 2000,
25 2004, 2008, 2012, 2016, and 2020 Democratic National conventions; and was chosen to
26 participate in the State Legislative Leaders Foundation; and
27 WHEREAS, Troy Carter is also a successful entrepreneur as the Managing Partner
28 of Policy & Planning Partners, LLC in New Orleans as well as the CEO of Commonwealth
29 Properties, LLC; he is founder and president of News N' Brews, Incorporated, which
30 operated three successful gourmet coffeehouses in New Orleans; and

1 WHEREAS, with the resignation of United States Representative Cedric Richmond
2 in January 2021, Carter qualified for the special election to fill the vacant seat and in the
3 run-off election held on April 24, 2021, he became the United States Representative-elect
4 for Louisiana's Second Congressional District; and
5 WHEREAS, Troy A. Carter, our colleague and friend, deserves a special measure
6 of commendation for his past and current outstanding public service to his city, House
7 district, Senate district, the state, and his commitment to serve as Congressman from
8 Louisiana's Second Congressional District.
9 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
10 does hereby commend and congratulate Senator and Congressman-elect Troy A. Carter for
11 his exemplary service to the city of New Orleans, House District 102, Senate District 7, and
12 the state of Louisiana; does hereby congratulate him on his election as a United States
13 Representative to Congress from Louisiana's Second Congressional District; and does hereby
14 extend best wishes for success in the United States Congress and in other future endeavors.
15 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
16 Senator and Congressman-elect Troy A. Carter.
