SLS 21RS-1359 ORIGINAL 2021 Regular Session SENATE RESOLUTION NO. 68 BY SENATOR CLOUD SPECIAL DAY/WEEK/MONTH. Commends the dedicated work of the Center for Development and Learning and recognizes May 6, 2021, as Literacy Day at the state capitol. 1 A RESOLUTION 2 To commend the dedicated work of the Center for Development and Learning and to 3 recognize Thursday, May 6, 2021, as Literacy Day at the state capitol. 4 WHEREAS, 74% of Louisiana's fourth grade students do not read proficiently and 5 dyslexia is a specific learning disability that affects as many as one in five people; 20% of 6 the population; and 7 WHEREAS, students who do not read proficiently by the end of the third grade are 8 four times more likely to drop out of school and those who have not mastered at least a basic 9 level of reading proficiency are nearly six times as likely to leave school without earning a 10 diploma; and 11 WHEREAS, Louisiana spends more than $270,000,000 annually to remediate 12 students who read below grade level, making reading both an education and economic issue; 13 and 14 WHEREAS, the Center for Development and Learning was founded in 1992 to 15 develop and disseminate leading-edge scientific research, knowledge, and best practices that 16 improve teaching and increase student learning; and 17 WHEREAS, the Center for Development and Learning focuses on closing the 18 achievement gap by increasing teacher effectiveness and advancing public education reform Page 1 of 2 SR NO. 68 SLS 21RS-1359 ORIGINAL 1 by providing educators who teach our most at-risk children with professional learning that 2 is specific and targeted to the needs of those students and their fellow teachers; and 3 WHEREAS, with an in-the-trenches approach, the Center for Development and 4 Learning tackles real-time issues such as a way to remediate struggling readers, differentiate 5 instruction for diverse learners, and build and sustain collective capacity; and 6 WHEREAS, the Louisiana Department of Education has emphasized how important 7 improving our state's literacy rates are and launched a new literacy initiative to spark a 8 reading revival across the state with tools for system leaders, classroom teachers, and family 9 members to support children on their literacy journey; and 10 WHEREAS, improving the literacy rates in Louisiana is necessary to increase 11 Louisiana students' success in all other areas of their education. 12 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 13 does hereby commend the dedicated work of the Center for Development and Learning, does 14 hereby extend gratitude for its work in improving reading proficiency in all of Louisiana's 15 students, and does hereby recognize Thursday, May 6, 2021, as Literacy Day at the state 16 capitol. 17 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 18 Center for Development and Learning.
