SENATE RESOLUTION NO. 98

COMMENDATIONS.  Commends Terrence L. Carter Jr. for being accepted into West Point
Academy.
1	A RESOLUTION
2 To commend and recognize Terence L. Carter Jr. for being accepted into the United States
3 Military Academy, which is more famously known as West Point Academy.
4 WHEREAS, Terence was born on August 4, 2003, at Ft. Belvoir, Virginia, and has
5 been a resident of Leesville, Louisiana since 2007; and
6 WHEREAS, Terence L. Carter is a member of the 2021 graduating class of Pickering
7 High School, located in Leesville, Louisiana; and
8 WHEREAS, while at Pickering High School, he was member of the cross country
9 and track teams; and
10 WHEREAS, Terence was also a member of the Spanish Honor Society, the Quiz
11 Bowl Team, and the Beta Club; and
12 WHEREAS, he simultaneously attended Leesville High School for purposes of being
13 a cadet in their JROTC program; and 
14 WHEREAS, while a member of the JROTC program, he attained the commanding
15 position of executive officer, also known as "XO"; and
16 WHEREAS, an "XO" has many responsibilities which include but are not limited to
17 supervising and directing cadets, ensuring orders and actions are in line with JROTC rules
18 and regulations, making operational decisions working with school authorities to coordinate

1 activities, being responsible for all the battalion does or fails to do, and preparing for and
2 conducting training of the battalion; and
3 WHEREAS, he was an Eagle Scout and attained membership into the exclusive
4 "Order of the Arrow", which recognizes Scouts that best exemplify the Scout oath and law
5 in their daily lives; and
6 WHEREAS, in March of 2021, Terence received his acceptance letter from West
7 Point Academy; and
8 WHEREAS, this is an amazing feat when factoring that West Point's admission rate
9 hovers between ten and twelve percent of applicants per year, and applicants must have very
10 high GPAs and high scores on the ACT and/or SAT; and
11 WHEREAS, West Point Academy was founded in 1802, one year after President
12 Thomas Jefferson directed that plans be set in motion to establish the United States Military
13 Academy at West Point; and
14 WHEREAS, the academic program grants a Bachelor of Science degree with a
15 curriculum that grades cadets' performance upon a broad academic program, military
16 leadership performance, and mandatory participation in competitive athletics; and
17 WHEREAS, cadets are required to adhere to the "Cadet Honor Code", which states
18 that "a Cadet will not lie, cheat, steal, or tolerate those who do"; and
19 WHEREAS, the academy bases a cadet's leadership experience as a development of
20 all four pillars of performance: academics, character, physical, and military; and
21 WHEREAS, among the country's public institutions, the academy is the top producer
22 of Marshall and Rhodes scholars; its alumni and students are collectively referred to as "The
23 Long Gray Line", and its ranks include two United States Presidents; presidents of Costa
24 Rica, Nicaragua, and the Philippines; numerous famous generals; and seventy-six Medal of
25 Honor recipients; and
26 WHEREAS, after graduation from high school, Terence will immediately begin his
27 matriculation at West Point Academy.
28 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
29 does hereby commend and recognize Terence L. Carter Jr. for being accepted into West
30 Point Academy.

1 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
2 Terence L. Carter Jr. and to Pickering High School.
