1 AN ACT
2 To enact R.S. 24:35.3 and to repeal R.S. 24:35.2, relative to redistricting; to provide for the
3 election districts for the House of Representatives of the Legislature of Louisiana;
4 to provide for effectiveness; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 24:35.3 is hereby enacted to read as follows:
7 ยง35.3. Membership of the House of Representatives
8 The House of Representatives of the Legislature of Louisiana shall be
9 composed of one hundred five members. The state shall be divided into the
10 representative districts provided in this Section. One representative shall be elected
11 from each district.

18 Section 2. R.S. 24:35.2 is hereby repealed in its entirety.
19 Section 3.(A) The precincts referenced in this Act are those precincts identified as
20 Voting Districts (VTDs) in the 2020 Census Redistricting TIGER/Line Shapefiles for the
21 State of Louisiana as validated through the data verification program of the Louisiana House
22 of Representatives and the Louisiana Senate and available on the legislature's website on the
23 effective date of this Section.
24 (B) When a precinct referenced in this Act has been subdivided by action of the
25 parish governing authority on a nongeographic basis or subdivided by action of the parish
26 governing authority on a geographic basis in accordance with the provisions of R.S.
27 18:532.1, the enumeration in this Act of the general precinct designation shall include all

1 nongeographic and all geographic subdivisions thereof, however such subdivisions may be
2 designated.
3 (C) The territorial limits of the districts as provided in this Act shall continue in
4 effect until changed by law regardless of any subsequent change made to the precincts by
5 the parish governing authority.
6 Section 4. The provisions of this Act shall not reduce the term of office of any
7 person holding any position or office on the effective date of this Section for which the
8 appointment or election is based upon a House of Representatives district as composed
9 pursuant to R.S. 24:35.2. Any position or office that is filled by appointment or election
10 based on a House of Representatives district and that is to be filled after January 8, 2024,
11 shall be appointed or elected from a district as it is described in Section 1 of this Act.
12 Section 5.(A) Solely for the purposes of qualifying for election and the election of
13 representatives to the Louisiana House of Representatives at the regularly scheduled election
14 for members of the Louisiana House of Representatives in 2023, the provisions of Section 1
15 of this Act shall become effective upon signature of this Act by the governor or, if not signed
16 by the governor, upon expiration of the time for bills to become law without signature by the
17 governor, as provided in Article III, Section 18 of the Constitution of Louisiana. If this Act
18 is vetoed by the governor and subsequently approved by the legislature, the provisions of
19 Section 1 of this Act shall become effective on the day following such approval for the
20 purposes established in this Subsection.
21 (B) For subsequent elections of representatives to the Louisiana House of
22 Representative and for all other purposes, the provisions of Section 1 of this Act shall
23 become effective at 10:00 a.m. on January 8, 2024.
24 (C) The provisions of Section 2 of this Act shall become effective at 10:00 a.m. on
25 January 8, 2024.
26 (D) The provisions of this Section and Sections 3 and 4 of this Act shall become
27 effective upon signature of this Act by the governor or, if not signed by the governor, upon
28 expiration of the time for bills to become law without signature by the governor, as provided
29 in Article III, Section 18 of the Constitution of Louisiana. If this Act is vetoed by the
