HLS 22RS-1050 ORIGINAL 2022 Regular Session HOUSE BILL NO. 1019 BY REPRESENTATIVE DUBUISSON COSMETOLOGY: Provides relative to licensure of cosmetologists 1 AN ACT 2To amend and reenact R.S. 37:586(A)(2) and (B) and 595(B)(1), to enact R.S. 37:586(F), 3 and to repeal R.S. 37:582(C)(2) and 599(A)(1)(b), relative to licensure for 4 cosmetologists; to provide for license portability; to remove the practical 5 examination requirement; to provide for preemptive examination; to reduce the 6 requisite number of course hours provided for certain licenses; and to provide for 7 related matters. 8Be it enacted by the Legislature of Louisiana: 9 Section 1. R.S. 37:586(A)(2) and (B) and 595(B)(1) are hereby amended and 10reenacted and R.S. 37:586(F) is hereby enacted to read as follows: 11 §586. Examination of applicants 12 A. 13 * * * 14 (2) Practical cosmetologist, Louisiana state theory, and national theory 15 examinations shall be conducted at least twice monthly. 16 * * * 17 B. A student who has completed at least seventy-five percent of the 2 coursework required to attain a license pursuant to this Chapter shall be allowed to 3 preemptively take any required examination for licensure. 4 * * * 5 §595. Requirements for schools 6 * * * 7 B. All registered cosmetology schools may offer one or more of the 8 following courses, and postsecondary schools shall offer one or more of the 9 following courses only as a postsecondary educational program: 10 (1) A course of practical training and technical instruction extending over a 11 period of not less than nine consecutive months and including not less than fifteen 12 hundred one thousand hours for the basic course of cosmetology leading to a 13 cosmetology certificate sufficient to apply for licensure as a cosmetologist. The 14 course of study shall include lectures, discussion, instructions, and mechanical 15 application. 16 * * * 17 Section 2. Cosmetology Board (board). Present law allows a person with an out-of-state license, in a field regulated by the board, to receive a license if they pass a test provided by the board and pay the required fees. Proposed law retains present law in part, but removes the examination requirement to allow for license portability. Present law requires a person applying for a license from the board to satisfy various requirements prior to being issued a license. As part of the requirements in present law, the applicant is required to take and pass a practical examination. Proposed law removes the practical examination from the list of requirements and retains the remainder of the qualifications. Proposed law still allows an applicant to take an examination after completion of the coursework, but also allows an applicant to take an examination upon completion of 75% of the coursework.
