HLS 22RS-2012 ENGROSSED 2022 Regular Session HOUSE BILL NO. 1048 BY REPRESENTATIVE MCKNIGHT ECONOMIC DEVELOPMENT: Provides relative to economic development 1 AN ACT 2To amend and reenact R.S. 51:922, relative to economic development; to provide for the 3 Department of Economic Development; to add to the stated purposes of the 4 Department of Economic Development; to require a continuous program designed 5 to attract manufacturers; to provide for incentives; to provide for economic growth; 6 to provide for workforce development; to provide for job creation; to provide for 7 wages; to provide for community investment; to provide for quality of life; to make 8 technical changes; and to provide for related matters. 9Be it enacted by the Legislature of Louisiana: 10 Section 1. R.S. 51:922 is hereby amended and reenacted to read as follows: 11 ยง922. Purpose 12 It is the purpose of this Chapter to effectuate the policy set forth in R.S. 13 51:921 by providing for all of the following: 14 (1) A program designed to create a non-political Department of Economic 15 Development operated by a thoroughly professional staff;. 16 (2) A continuing program of economic and industrial planning, and industrial 17 development;. 18 (3) A continuing program designed to furnish information to the general 19 public and to state, regional, parish and local governmental and private agencies 20 concerning ways and means of effectuating the policy set forth in R.S. 51:921; and. HLS 22RS-2012 ENGROSSED HB NO. 1048 1 (4) A continuing program of commercial and industrial planning, education, 2 cooperation and assistance between the State of Louisiana and foreign countries, the 3 federal government, other states and state, regional, parish and local public and 4 private agencies and individuals. 5 (5) A continuing program designed to attract manufacturing facilities to this 6 state, with a focus on economic incentives, necessary infrastructure, workforce 7 development, and the potential benefits a manufacturing facility would provide the 8 state, including but not limited to job creation, wages, community investment, and 9 quality of life. Present law declares the policy of LED and provides these four individual purposes intended to effectuate that policy: (1)A program designed to make a non-political department with professional staff. (2)A continuing program of economic and industrial planning. (3)A continuing program designed to furnish information (4)A continuing program of commercial and industrial planning. Proposed law retains present law and adds one additional purpose to effectuate the policy. The purpose added in proposed law tasks the department with providing a continuing program designed to attract manufacturing facilities to this state. Proposed law instructs the department to focus on economic incentives, necessary infrastructure, workforce development, job creation, wages, community investment, and quality of life.
