INSURANCE/GROUP-SHERI FFS:  Provides relative to retiree insurance provisions of the
Franklin Parish Sheriff's Office
1	AN ACT
2To amend and reenact R.S. 13:5554(S)(1)(intro para) and (2), relative to the Franklin Parish
3 Sheriff's Office; to provide for insurance premium payments for sheriff and deputy
4 sheriff retirees; to provide for life insurance; to provide for applicability; and to
5 provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 13:5554(S)(1)(intro para) and (2) are hereby amended and reenacted
8to read as follows: 
9 ยง5554.  Group insurance; kinds; amounts; subrogation

11	S.(1)  Notwithstanding the provisions of Subsection D of this Section, one
12 hundred percent of the premium costs of group hospital, surgical, and medical
13 expense insurance and life insurance contracted for under the provisions of this
14 Section shall be paid from the sheriff's general fund for any sheriff or deputy sheriff
15 who has retired from the Franklin Parish Sheriff's Office and who is eligible to
16 receive benefits from the Sheriff's Pension and Relief Fund, and who meets either
17 one of the following conditions:

19	(2)  Notwithstanding the provisions of Paragraph (1) of this Subsection, for
20 any sheriff or deputy sheriff who retires on or after December 31, 2012, and who is

1 eligible to receive benefits from the Sheriff's Pension and Relief Fund, the premium
2 costs of group hospital, surgical, and medical expense insurance and life insurance
3 shall be paid from the sheriff's general fund as follows:
4	(a)  One hundred percent if the sheriff or deputy sheriff has completed thirty
5 years of full-time continuous creditable service and has completed a majority of his
6 creditable service time with the Franklin Parish Sheriff's Office, regardless of age.
7 A sheriff or deputy sheriff's creditable days of full-time service shall be determined
8 by the Louisiana Sheriff's Pension and Relief Fund. 
9	(b)  Seventy-five percent if the sheriff or deputy sheriff has attained the age
10 of fifty-five years with at least twenty-seven years of full-time creditable service and
11 has completed a majority of his creditable service time with the Franklin Parish
12 Sheriff's Office.  A sheriff or deputy sheriff's creditable days of full-time service
13 shall be determined by the Louisiana Sheriff's Pension and Relief Fund.
14	(c)  Fifty percent if the sheriff or deputy sheriff has attained the age of fifty-
15 five years with at least twenty-three years of full-time creditable service and has
16 completed a majority of his creditable service time with the Franklin Parish Sheriff's
17 Office. A sheriff or deputy sheriff's creditable days of full-time service shall be
18 determined by the Louisiana Sheriff's Pension and Relief Fund.

Abstract:  Modifies the requirements for sheriffs and deputy sheriffs who retire and become
eligible for payment of group insurance premium costs from the Franklin Parish
Sheriff's Office.
Present law provides that 100% of the premium costs of group hospital, surgical, and
medical expense insurance shall be paid from the sheriff's general fund for any sheriff or
deputy sheriff who has retired from the Franklin Parish Sheriff's Office and who is eligible
to receive benefits from the Sheriff's Pension and Relief Fund.
Proposed law retains present law and adds the premium cost of life insurance.

Present law provides that any sheriff or deputy sheriff who retires on or after Dec. 31, 2012,
and who is eligible to receive benefits from the Sheriff's Pension and Relief Fund, shall be
paid the premium costs of group hospital, surgical, and medical expense insurance from the
sheriff's general fund.
Proposed law retains present law and adds the premium cost of life insurance.
Present law provides that a sheriff or deputy sheriff who is eligible to receive retirement
benefits meets any one of the following conditions:
(1)100% if the sheriff or deputy sheriff has completed 30 years of full-time continuous
service with the Franklin Parish Sheriff's Office, regardless of age.
(2)75% if the sheriff or deputy sheriff has attained the age of 55 years with at least 27
years of full-time service or has completed a majority of his creditable service time
with the Franklin Parish Sheriff's Office.
(3)50% if the sheriff or deputy sheriff has attained the age of 55 years with at least 23
years of full-time service with the Franklin Parish Sheriff's Office.
Proposed law retains present law and provides for alternative retirement eligibility for a
sheriff or deputy sheriff who retires with full-time creditable service and has completed a
majority of his creditable service time with the Franklin Parish Sheriff's Office.
Proposed law provides that a sheriff or deputy sheriff's creditable days of full-time service
shall be determined by the Louisiana Sheriff's Pension and Relief Fund.
