Abstract:  Prohibits arbitrary, capricious, or unreasonable discrimination based on a person's
vaccination status or immunity status.
Present constitution provides that no law shall arbitrarily, capriciously, or unreasonably discriminate
against a person because of birth, age, sex, culture, physical condition, or political ideas or
affiliations. 
Present constitution further provides that in access to public areas, accommodations, and facilities,
every person shall be free from arbitrary, capricious, or unreasonable discrimination based on age,
sex, or physical condition
Proposed constitution maintains present constitution and provides that physical condition includes
a person's vaccination status or immunity status. Provides for submission of the proposed amendment to the voters at the statewide election to be held
Nov. 8, 2022.
