SCHOOLS:  (Constitutional Amendment) Provides for appropriations from the Education
Excellence Fund
1	A JOINT RESOLUTION
2Proposing to amend Article VII, Section 10.8(C)(3)(b) of the Constitution of Louisiana,
3 relative to the Education Excellence Fund; to provide for appropriations from the
4 Education Excellence Fund for École Pointe-au-Chien; to provide for submission of
5 the proposed amendment to the electors; to provide for effectiveness; and to provide
6 for related matters.
7 Section 1.  Be it resolved by the Legislature of Louisiana, two-thirds of the members
8elected to each house concurring, that there shall be submitted to the electors of the state of
9Louisiana, for their approval or rejection in the manner provided by law, a proposal to
10amend Article VII, Section 10.8(C)(3)(b) of the Constitution of Louisiana, to read as
11follows:

1	(b)  Appropriations shall be made each year to the Louisiana Educational
2 Television Authority in the amount of seventy-five thousand dollars and to the
3 Louisiana School for the Deaf, the Louisiana School for the Visually Impaired, the
4 Louisiana Special Education Center in Alexandria, the Jimmy D. Long, Sr. Louisiana
5 School for Math, Science, and the Arts, the New Orleans Center for Creative Arts,
6 the Louis Armstrong High School for the Arts, and Thrive Academy, and École
7 Pointe-au-Chien, after such schools are operational, to provide for a payment to each
8 school of seventy-five thousand dollars plus an allocation for each pupil equal to the
9 average statewide per pupil amount provided each city, parish, and local school
10 system pursuant to  Subsubparagraph (e) of this Subparagraph.

12 Section 2.  Be it further resolved that this proposed amendment shall be submitted
13to the electors of the state of Louisiana at the statewide election to be held on November 8,
142022.  However, if House Bill No. 261 of the 2022 Regular Session of the Legislature is not
15enacted, the provisions of this Joint Resolution are hereby repealed in their entirety, the
16amendment proposed to the constitution in this Act is hereby withdrawn, and the secretary
17of state shall not print the proposition contained in this Act on the ballot of the statewide
18election to be held on November 8, 2022.
19 Section 3.  Be it further resolved that on the official ballot to be used at the election,
20there shall be printed a proposition, upon which the electors of the state shall be permitted
21to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
22follows:
23	Do you support an amendment to provide for appropriations from the
24	Education Excellence Fund to a state French immersion elementary school
25	located in Terrebonne Parish? (Amends Article VII, Section 10.8(C)(3)(b))

Abstract:  Provides for appropriations from the Education Excellence Fund for a French
immersion school in Terrebonne Parish.
Present constitution provides for the Education Excellence Fund as a special fund within the
Millennium Trust.  Provides for appropriations from the Education Excellence Fund for
public schools, nonpublic schools, the La. Educational Television Authority, the La. School
for the Deaf, the La. School for the Visually Impaired, the La. Special Education Center in
Alexandria, the Jimmy D. Long, Sr. Louisiana School for Math, Science, and the Arts, the
New Orleans Center for Creative Arts, the Louis Armstrong High School for the Arts, and
Thrive Academy.  Proposed constitutional amendment adds École Pointe-au-Chien, a French
immersion school in Terrebonne Parish created pursuant to proposed law as contained in
House Bill No. 261 of the 2022 R.S.
Present constitution provides that disbursements from this fund may only be used for
instructional enhancement activities for grades pre-K through 12.  Proposed constitutional
amendment retains present constitution.
Provides for submission of the proposed amendment to the voters at the statewide election
to be held Nov. 8, 2022, if House Bill No. 261 of the 2022 R.S. is enacted.
