HOUSE BILL NO. 345

HIGHWAYS/INTERSTATE:  Provides an exemption from tolls on La. Hwy. 1 bridge for
certain school personnel
1	AN ACT
2To amend and reenact R.S. 17:426(A), relative to toll exemptions for certain school
3 personnel; to provide an exemption from tolls on the Louisiana Highway 1 Bridge
4 for teachers, school bus drivers, and other school employees; to provide for
5 effectiveness; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 17:426(A) is hereby amended and reenacted to read as follows: 
8 ยง426.  Free and unhampered passage on the Louisiana Highway 1 Bridge; teachers,
9	school bus drivers, and other school employees
10	A.  Notwithstanding any other provision of law to the contrary, every teacher,
11 school bus driver, and other school employee employed by the Lafourche Jefferson
12 Parish School Board shall have free and unhampered passage crossing the Louisiana
13 Highway 1 Bridge, also known as the Tomey J. Doucet Bridge, when traveling to
14 and from their workplace on a scheduled work day, as prescribed by the school
15 board, not to exceed two toll-free crossings in one day.

17 Section 2.  The provisions of Section 1 of this Act shall supersede the provisions of
18Section 2 of Act No. 392 of the 2021 Regular Session of the Legislature that amend and
19reenact R.S. 17:426(A).

1 Section 3.(A) Section 1 of this Act shall become effective when Section 2 of Act No.
2392 of the 2021 Regular Session of the Legislature becomes effective.
3 (B) Section 2 and Section 3 of this Act shall become effective on August 1, 2023 or
4the date of the adoption of final rules by the Department of Transportation and Development,
5whichever date is sooner.

Abstract:  Provides for an exception from the payment of tolls on La. Hwy. 1 Bridge for
employees of Jefferson Parish School Board
Present law requires every teacher, school bus driver, and other school employee employed
by the Lafourche Parish School Board to have free and unhampered passage crossing La.
Hwy. 1 Bridge, also known as the Tomey J. Doucet Bridge, when traveling to and from their
work place on a scheduled work day, as prescribed by the school board, not to exceed two
toll-free crossings in one day.  Requires the state Dept. of Transportation and Development
(DOTD) to adopt rules and regulations to implement present law.
Present law specifies that exemptions from the payment of tolls on the La. Hwy. 1 Bridge
are effective on Aug. 1, 2023, or the date of the adoption of final rules by DOTD, whichever
date is sooner.
Proposed law maintains present law and changes the exempted employees from the
Lafourche Parish School Board employees to the Jefferson Parish School Board employees.
Specifies that proposed law shall supercede applicable provisions of present law and become
effective on Aug. 1, 2023.
