DRUGS/CONTROLLED: Adds certain substances to the Uniform Controlled Dangerous
Substances Law
1 AN ACT
2To amend and reenact R.S. 40:964(Schedule II)(A)(1)(introductory paragraph) and to enact
3 R.S. 40:964(Schedule I)(A)(80) through (101), (C)(66), (E)(12), and (F)(29) through
4 (34), and (Schedule IV)(D)(15), relative to the Uniform Controlled Dangerous
5 Substances Law; to add certain substances to Schedules I and IV; to provide relative
6 to substances of vegetable origin or chemical synthesis in Schedule II; and to
7 provide for related matters.
8Be it enacted by the Legislature of Louisiana:
9 Section 1. R.S. 40:964(Schedule II)(A)(1)(introductory paragraph) is hereby
10amended and reenacted and R.S. 40:964(Schedule I)(A)(80) through (101), (C)(66), (E)(12),
11and (F)(29) through (34) and (Schedule IV)(D)(15) are hereby enacted to read as follows:
12 §964. Composition of schedules
13 Schedules I, II, III, IV, and V shall, unless and until added to pursuant to R.S.
14 40:962, consist of the following drugs or other substances, by whatever official
15 name, common or usual name, chemical name, or brand name designated:

17 A. Opiates. Unless specifically excepted or unless listed in another schedule,
18 any of the following opiates, including their isomers, esters, ethers, salts, or salts of
19 isomers, esters, and ethers, whenever the existence of such isomers, esters, ethers,

3 C. Hallucinogenic substances. Unless specifically excepted or unless listed
4 in another schedule, any material, compound, mixture, or preparation, which
5 contains any quantity of the following hallucinogenic substances, or which contains
6 any of their salts, isomers, or salts of isomers, whenever the existence of such salts,
7 isomers, or salts of isomers is possible within the specific chemical designation, for
8 purposes of this Paragraph only, the term "isomer" includes the optical, position, and
9 geometric isomers:

13 E. Stimulants. Unless specifically excepted, or contained within a
14 pharmaceutical product approved by the United States federal Food and Drug
15 Administration, or unless listed in another schedule, any material, compound,
16 mixture, or preparation which contains any quantity of the following substances
17 having a stimulant effect on the central nervous system including its salts, isomers,
18 esters, or ethers and salts of isomers, esters, or ethers whenever the existence of such
19 salts, isomers, esters, or ethers and salts of isomers, esters, or ethers is possible
20 within the specific chemical designation:

22 (12) 4,4-dimethylaminorex (4,4-DMAR)
23 F. Synthetic cannabinoids. Unless specifically excepted, or contained within
24 a pharmaceutical product approved by the United States Food and Drug
25 Administration, or unless listed in another schedule, any material, compound,
26 mixture, or preparation, which contains any quantity of a synthetic cannabinoid
27 found to be in any of the following individual compounds or chemical groups, or any
28 of those individual compounds or groups which contain any synthetic cannabinoid
29 salts, isomers, salts of isomers, or nitrogen-heterocyclic analogs, whenever the

18 A. Substances of vegetable origin or chemical synthesis. Unless specifically
19 excepted or unless listed in another schedule, any of the following substances
20 whether produced directly or indirectly by extraction from substances of vegetable
21 origin, or independently by means of chemical synthesis, or by a combination of
22 extraction and chemical synthesis:
23 (1) Opium and opiate, and any salt, compound, derivative, or preparation of
24 opium or opiate, excluding apomorphine, thebaine-derived butorphanol, dextrorphan,
25 nalbuphine, naldemedine, nalmefene, naloxegol, naloxone, 6â-naltrexol, and
26 naltrexone, and samidorphan, and their respective salts, but including the following:

8 Section 2. The Louisiana State Law Institute is hereby authorized and directed to
9renumber the substances in R.S. 40:964(Schedule I)(A),(C), and (E) and (Schedule V)(D)
10to ensure that such substances are in alphabetical order.

Abstract: Adds certain substances to Schedules I, II, and IV of the Uniform Controlled
Dangerous Substances Law.
Present law provides for the designation of controlled dangerous substances into Schedules
I, II, III, IV, and V based upon the substances' potential for addiction and abuse.
Proposed law adds 31 additional substances to Schedule I and Serdexmethylphenidate to
Schedule IV.
Proposed law adds samidorphan as a Schedule II substance of vegetable origin.
