AN ACT1
To amend and reenact R.S. 40:964(Schedule II)(A)(1)(introductory paragraph) and to enact2
R.S. 40:964(Schedule I)(A)(80) through (99), (C)(66), (E)(12), and (F)(29), and3
(Schedule IV)(D)(15), relative to the Uniform Controlled Dangerous Substances4
Law; to add certain substances to Schedules I and IV; to provide relative to 5
substances of vegetable origin or chemical synthesis in Schedule II; and to provide6
for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 40:964(Schedule II)(A)(1)(introductory paragraph) is hereby9
amended and reenacted and R.S. 40:964(Schedule I)(A)(80) through (99), (C)(66), (E)(12),10
and (F)(29), and (Schedule IV)(D)(15) are hereby enacted to read as follows: 11
§964.  Composition of schedules12
Schedules I, II, III, IV, and V shall, unless and until added to pursuant to R.S.13
40:962, consist of the following drugs or other substances, by whatever official14
name, common or usual name, chemical name, or brand name designated:15

A.  Opiates.  Unless specifically excepted or unless listed in another schedule,17
any of the following opiates, including their isomers, esters, ethers, salts, or salts of18
isomers, esters, and ethers, whenever the existence of such isomers, esters, ethers,19

isomers, or salts of isomers is possible within the specific chemical designation, for14
purposes of this Paragraph only, the term "isomer" includes the optical, position, and15
geometric isomers:16

pharmaceutical product approved by the United States federal Food and Drug21
Administration, or unless listed in another schedule, any material, compound,22
mixture, or preparation which contains any quantity of the following substances23
having a stimulant effect on the central nervous system including its salts, isomers,24
esters, or ethers and salts of isomers, esters, or ethers whenever the existence of such 25
salts, isomers, esters, or ethers and salts of isomers, esters, or ethers is possible26
within the specific chemical designation:27

F.  Synthetic cannabinoids. Unless specifically excepted, or contained within1
a pharmaceutical product approved by the United States Food and Drug2
Administration, or unless listed in another schedule, any material, compound,3
mixture, or preparation, which contains any quantity of a synthetic cannabinoid4
found to be in any of the following individual compounds or chemical groups, or any5
of those individual compounds or groups which contain any synthetic cannabinoid6
salts, isomers, salts of isomers, or nitrogen-heterocyclic analogs, whenever the7
existence of such salts, isomers, salts of isomers, or  nitrogen-heterocyclic analogs8
is possible within the specific compounds or chemical groups:9

whether produced directly or indirectly by extraction from substances of vegetable17
origin, or independently by means of chemical synthesis, or by a combination of18
extraction and chemical synthesis:19
(1) Opium and opiate, and any salt, compound, derivative, or preparation of20
opium or opiate, excluding apomorphine, thebaine-derived butorphanol, dextrorphan,21
nalbuphine, naldemedine, nalmefene, naloxegol, naloxone, 6â-naltrexol, and22
naltrexone, and samidorphan, and their respective salts, but including the following:23

Section 2.  The Louisiana State Law Institute is hereby authorized and directed to3
renumber the substances in R.S. 40:964(Schedule I)(A),(C), and (E) and (Schedule V)(D)4
to ensure that such substances are in alphabetical order.5
