HOUSE BILL NO. 394
BY REPRESENTATIVE STAGNI
REGISTRARS OF VOTERS:  Provides relative to the salaries of registrars of voters and
their chief deputies and confidential assistants
1	AN ACT
2To amend and reenact R.S. 18:55(A)(2) and (4)(a) and 59(B)(2) and (4)(a) and (C)(2) and
3 (4)(a), relative to the offices of parish registrars of voters; to provide relative to
4 compensation of registrars and their chief deputies and confidential assistants; to
5 provide for an effective date; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 18:55(A)(2) and (4)(a) and 59(B)(2) and (4)(a) and (C)(2) and (4)(a)
8are hereby amended and reenacted to read as follows:
9 §55.  Compensation of registrar of voters; amount and manner of payment; reduction

26	(4)(a)  Each registrar shall automatically receive an annual salary increase to
27 the next step on July first until his annual salary equals the highest step of the
28 appropriate population range.  However, a registrar whose salary is less than step one
29 of the appropriate population range shall receive an annual salary increase of four

1 thousand five hundred dollars until that amount would cause his salary to exceed step
2 one.  At that time, he shall receive a salary increase to the amount of the nearest step
3 which will provide an increase of not less than five hundred dollars.

15	(4)(a)  Each chief deputy shall automatically receive an annual salary
16 increase to the next step on July first until his salary equals the highest step of the
17 appropriate population range.  However, a chief deputy whose salary is less than step
18 one of the applicable population range shall receive an annual salary increase of four
19 thousand five hundred dollars until that amount would cause his salary to exceed step
20 one.  At that time, he shall receive a salary increase to the amount of the nearest step
21 which will provide an increase of not less than three hundred dollars.

1	(4)(a)  Each confidential assistant shall automatically receive an annual salary
2 increase to the next step on July first until his salary equals the highest step of the
3 appropriate population range.  However, a confidential assistant whose salary is less
4 than step one of the appropriate population range shall receive a salary increase of
5 four thousand five hundred dollars until that amount would cause his salary to
6 exceed step one.  At that time, he shall receive a salary increase to the amount of the
7 nearest step which would provide an increase of not less than two hundred dollars.

9 Section 2.  This Act shall become effective on July 1, 2022, if vetoed by the governor
10and subsequently approved by the legislature, this Act shall become effective on July 1,
112022, or on the day following such approval by the legislature, whichever is later.

Abstract:  Provides for additional compensation for registrars of voters and their chief
deputies and confidential assistants who have more than 12 years of experience.
Present law provides pay schedules for registrars of voters and their chief deputies and
confidential assistants.  Compensation varies based on the population of the parish and the
years of experience of the individual.  Years of experience are expressed as steps on the
salary schedule.
Present law provides that each registrar, chief deputy, and confidential assistant shall receive
an annual salary increase to the next step on July first until his annual salary equals the
highest step of the appropriate population range.  Present law also provides that such step
increases in salary shall be given upon a finding of "excellent" on a merit evaluation.
Present law, for all three positions, provides that the highest step on the salary schedule is
step 12.
Proposed law adds salaries for eight more steps to the salary schedules.  Retains present law
salaries for the first 12 steps.
Present law provides for an adjustment to salaries that are lower than the schedule amount
for the first step.  Proposed law removes this provision.
Effective July 1, 2022.
