HOUSE BILL NO. 525

PROPERTY/PUBLIC:  Provides for the transfer of certain state property in Caddo Parish
1	AN ACT
2To authorize and provide for the transfer of certain state property; to authorize the transfer
3 of certain state property in Caddo Parish; to provide for property descriptions; to
4 provide for the reservation of mineral rights; to provide terms and conditions; to
5 provide for termination of authority; to provide for an effective date; and to provide
6 for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  The commissioner of administration through the office of state lands,
9notwithstanding any other provision of law to the contrary, is hereby authorized and
10empowered to convey, transfer, assign, lease, or deliver any interest, excluding mineral
11rights, the state may have in and to all or any portion of the following described property in
12Caddo Parish to Walter Frank Ward, Sr.:
13	A portion of the dried bed of Caddo Lake, lying below the contour line to the
14	current mean high water mark, lying adjacent and in front of the following
15	described property:
16	That certain tract containing 4.98 acres, being more particularly described in
17	that certain Cash Sale Deed dated August 26, 1997, recorded in Conveyance
18	Book 3200, page 97, under Registry No. 1572585, in the Records of Caddo
19	Parish, Louisiana
20 Section 2.  The commissioner of administration through the office of state lands is
21hereby authorized to enter into such agreements, covenants, conditions, and stipulations and
22to execute such documents as necessary to properly effectuate any conveyance, transfer,
23assignment, lease, or delivery of any interest, excluding mineral rights, to the property

1described in Section 1 of this Act, and as more specifically described in any such agreements
2entered into and documents executed by and between the commissioner of administration
3and Walter Frank Ward, Sr., in exchange for consideration proportionate to the appraised
4value of the property.
5 Section 3.  If an agreement authorized by this Act is not entered into by December
631, 2023, the office of state lands is authorized to proceed with a sale of the property
7described in this Act in accordance with the procedures set forth in Title 41 of the Louisiana
8Revised Statutes of 1950.
9 Section 4.  This Act shall become effective upon signature by the governor or, if not
10signed by the governor, upon expiration of the time for bills to become law without signature
11by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
12vetoed by the governor and subsequently approved by the legislature, this Act shall become
13effective on the day following such approval.

Provides for the reservation of mineral rights to the state.  Provides a termination date for
the authority to make a direct transfer and specifies procedures the office of state lands may
follow thereafter.
Authorizes the office of state lands to proceed with the sale of certain property in Caddo
Parish if an agreement is not entered into between the parties by Dec. 31, 2023.
Effective upon signature of governor or lapse of time for gubernatorial action.
