Authorizes the transfer of certain state property in Caddo Parish to Walter Frank Ward, Sr. Provides
for the reservation of mineral rights to the state. Provides a termination date for the authority to
make a direct transfer and specifies procedures the office of state lands may follow thereafter.
Authorizes the office of state lands to proceed with the sale of certain property in Caddo Parish if
an agreement is not entered into between the parties by Dec. 31, 2023.
Effective upon signature of governor or lapse of time for gubernatorial action.
