MANUFACTURING:  Creates a subcommittee for the Motor Vehicle Commission
1	AN ACT
2To amend and reenact R.S. 32:1254(A), relative to licensing requirements regulated by the
3 Motor Vehicle Commission; to create a Motor Vehicle Commission Subcommittee;
4 and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 32:1254(A) is hereby amended and reenacted to read as follows:
7 ยง1254.  Application for license; requirements for licensure; contents; licenses;
8	franchise filings; exceptions
9	A.(1)  The following persons shall be licensed by the commission in order to
10 engage in business in the state of Louisiana, regardless of whether or not said person
11 maintains or has a place or places of business in this state, and it is a violation of this
12 Chapter to operate without first obtaining a license:
13	(1) (a)  Manufacturers.
14	(2) (b)  Motor vehicle dealers.
15	(3) (c)  Factory branches.
16	(4) (d) Distributors or wholesalers.
17	(5) (e)  Distributor branches.
18	(6) (f)  Used motor vehicle facilities operated by new motor vehicles dealers,
19 motor vehicle lessors, specialty vehicles dealers, or recreational products dealers.

1	(7) (g)  Satellite warranty and repair centers.
2	(8) (h)  Brokers.
3	(9) (i)  Motor vehicle lessor franchisors.
4	(10) (j)  Motor vehicle lessors.
5	(11) (k)  Motor vehicle lease facilitators.
6	(12) (l)  Converters or secondary manufacturers.
7	(13) (m)  Specialty vehicle dealers.
8	(14) (n)  Factory representatives.
9	(15) (o)  Distributor representatives.
10	(16) (p)  Motor vehicle salesmen.
11	(17) (q)  Motor vehicle lessor agents.
12	(18) (r)  Recreational products dealers.
13	(19) (s)  Auto shows, trade shows, and exhibitions, including promoters.
14	(2)  A Motor Vehicle Commission Subcommittee is hereby established and
15 shall be composed of one representative in each category listed in this Subsection.
16 Members of the subcommittee shall be entitled to be reimbursed for actual expenses
17 for travel consistent with allowances for state classified employees approved by the
18 chairman of the subcommittee, if funding is available. The subcommittee shall meet
19 at regular intervals at the direction of the chairman and it shall be the responsibility
20 of the subcommittee to identify information and give feedback to the legislators
21 regarding licensing requirements and manufacturing regulations.  The subcommittee
22 shall make recommendations to the legislature and submit a report no later than
23 February 1, 2023.

Abstract: Creates a Motor Vehicle Commission Subcommittee.
Present law requires the following persons be licensed by the commission in order to engage

Proposed law creates a Motor Vehicle Commission Subcommittee and requires the
subcommittee be composed of one representative in each category listed in this present law.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Transportation,
Highways and Public Works to the original bill:
1. Make technical changes.
2. Delete the repeal of present law (R.S. 32:1254(D)) that provided additional
licensing and compliance requirements for manufacturers, distributors,
wholesalers, converters or secondary manufacturers, distributors or wholesalers,
and factory branches and distributor branches.
3. Create a Motor Vehicle Commission Subcommittee and require the
subcommittee be composed of one representative in each category listed in this
present law.
4. Require members of the subcommittee be entitled to reimbursement for actual
expenses for travel consistent with allowances for state classified employees
approved by the chairman of the subcommittee, if funding is available.
5. Require the subcommittee meet at regular intervals at the direction of the
chairman and require the responsibility of the subcommittee be to identify
