HOUSE BILL NO. 670

COSMETOLOGY:  Provides relative to examination and licensing fees
1	AN ACT
2To amend and reenact R.S. 37:585(C), 586(A)(4) and (6), and 599, relative to the Louisiana
3 Cosmetology Act; to provide for examinations for special permits; to provide for
4 fees for licenses, permits, and certificates for certain applicants; and to provide for
5 related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 37:585(C), 586(A)(4) and (6), and 599 are hereby amended and
8reenacted to read as follows: 
9 §585.  Examination team

11	C.  Each examination team member shall receive compensation in the form
12 of a per diem in the amount set forth in R.S. 37:599 and may shall be reimbursed for
13 necessary expenses incurred in the discharge of his duties, as approved by the board,
14 and paid in accordance with state travel regulations.

1	(4)  Examinations for special permits shall be given at least twice per year
2 scheduled following receipt of an application for a special permit from an individual
3 who is required to pass an examination for issuance of the permit.

5	(6)  An applicant shall be responsible for all costs associated with taking an
6 examination at an off-site testing center administered by a testing service.

8 §599.  Fees
9	A.  The following nonrefundable fees shall be assessed by the board:
10	(1) For each examination given by the examination team to an applicant:
11	1. (a) Theory examination $25.00
12	(b) Practical examination $25.00
13	(c) Re-take of any examination $25.00
14	(2)  For each initial certificate of registration and each annual renewal of such
15 certificate: For each application for an initial license, permit, or certificate of
16 registration and each annual renewal of such license, permit, or certificate of
17 registration for a cosmetologist, esthetician, manicurist, or instructor$35.00
18	(a)  Cosmetologist - General
19	(i)  Resident	$25.00
20	(ii)  Nonresident	$50.00
21	(b)  Esthetician

2	(f)  Beauty (3)  For each application for an initial license, permit, or
3 certificate of registration and each annual renewal of such license, permit, or
4 certificate of registration for a beauty shop or salon, including a home care salon, and
5 or a mobile salon 	$40.00

7	(ii)  Nonresident	$65.00
8	(iii)  Home care	$30.00
9	(iv)(4) Initial inspection fee for salon, mobile salon, or booth rental required for
10	licensure, change of ownership, or change of location $25.00 $40.00

14	(3)  If a registrant wishes to restore an expired certificate listed in Paragraph
15 (2) of this Subsection within three years from the date of expiration, he shall be
16 assessed a fee equal to twice the applicable fee for each year the certificate was
17 expired, not to exceed three hundred dollars.
18	(4) (5)  Student registration including one "in-state" transfer
19	(a)  Resident	$10.00 upon entering the course
20	(b)  Nonresident	$10.00 upon entering the course
21	(5) (6)  Initial certificate of registration for a school

24	(6) (7)  Renewal of certificate of registration for a school for a resident

1 within three years from the date of expiration, he the fee shall be assessed a fee 
2 equal to twice the renewal fee for each year the certificate of registration, license, or
3 permit was expired in addition to the fee for failure to timely renew.

6	(b) Final Inspection $300.00
7	(c) Change of ownership notice $50.00
8	(d) Change of address notice $100.00
9	(9)(11)  Miscellaneous fees:
10	1. (a) Official certification of records $15.00
11	(b) Duplicate license $25.00
12	(c) Copy of booth rental contract form $5.00
13	B.  The board shall pay a per diem of one hundred dollars to each board
14 member and each examination team member.

Proposed law deletes present law and instead provides that an applicant shall be responsible
for all costs associated with taking an examination administered by a testing service.
Present law provides a list a fees for certificate and licensing for cosmetologist, esthetician,
manicurists, teachers, managers, and beauty shop or salon owners  that shall be assessed by
the La. State Board of Cosmetology.
Proposed law deletes present law and provides that for each application for an initial license,
permit, or certificate of registration and each annual renewal of such license, permit, or
certificate of registration for a cosmetologist, esthetician, manicurist, or instructor, and each
renewal is $35.
Proposed law further provides that the fees will be non-refundable.
Present law provides that the fee for beauty shop or salon and mobile salon for residents is
$30.  Present law further provides that the fee for non-residents is $65.
Proposed law deletes the separate licensing fees for residents and non-residents provided in
present law  and instead provides that each beauty shop or salon, home care permit, and
mobile salon shall pay a licensing fee of $40. 
Present law provides for the initial inspection fee for salons, mobile salons, or both rentals.
Proposed law deletes the separate permit fees for booth, special, and temporary permits
found in present law and instead provides that the initial inspection fee for salon, mobile
salon, or booth rental required for licensure, change of ownership, or change of location shall
be $40.
Present law provides that the school registration including one "in-state" transfer for
residents and non-residents is $10 upon entering the course.
Proposed law deletes the separate requirements for residents and non-residents found in
present law and instead provides that the student registration including one "in-state" transfer
is $10 upon entering the course.
Present law provides that the school registration fee for residents is $315 and for non-
residents is $615.
Proposed law deletes the separate requirements for residents and non-residents and instead
provides that the fee is $315.
Present law provides that the fee for renewal of certificate of registration for a school for
residents is $165 and non-residents is $465.  Present law further provides that the fee for
failure to timely renew is $150.
Proposed law deletes the fee for non-residents.
Present law provides that the board shall pay a per diem of $100 to each board member and
each examination team member.
Proposed law provides that the board shall pay a $100 per diem to each examination team
member.
