HOUSE BILL NO. 691
BY REPRESENTATIVE EMERSON
1	AN ACT
2 To authorize and provide for the transfer of certain state property; to authorize the exchange
3 of certain state property in St. Martin Parish; to provide for property descriptions; to
4 provide for the reservation of mineral rights; to provide terms and conditions; to
5 provide for an effective date; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1.  The commissioner of administration through the office of state lands,
8 notwithstanding any other provision of law to the contrary, is hereby authorized and
9 empowered to convey, transfer, assign, lease, or deliver any interest, excluding mineral
10 rights, the state may have in and to all or any portion of the following described property to
11 Laviolette Assets, LLC, for the property described in Section 2 of this Act:
12	All or partial interest in two (2) certain tracts or parcels of land, situated in
13	the parish of St. Martin, containing approximately one hundred and fifty-four
14	(154) acres, described as follows:
15	Tract 1: 140 acres, more or less being all or portions of Lot 5, Lot 6, and
16	dried lake beds previously claimed by the state of Louisiana in Section 11,
17	Township 9, Range 7 East.
18	Tract 2: Deeded as 14 acres more or less of Lot 4 located in Section 11,
19	Township 9 South, Range 7 East.
20 Section 2.  In exchange for the above described property in Section 1, the
21 commissioner of administration and the office of state lands, notwithstanding any other
22 provision of law to the contrary, are hereby authorized and empowered to accept, in addition
23 to any other consideration, delivery of title to all or any portion of the following described
24 property from Laviolette Assets, LLC:

1	All or partial interest in one (1) tract or parcel of land situated in the parish
2	of St. Martin, containing approximately one hundred and forty (140) acres,
3	described as follows:
4	Tract 1: 140 acres, more or less being all or portions of Lot 5, Lot 6, and
5	dried lake beds previously claimed by the state of Louisiana in Section 11,
6	Township 9, Range 7 East.
7 Section 3.  The commissioner of administration and the office of state lands are
8 hereby authorized to enter into such agreements, covenants, conditions, and stipulations and
9 to execute such documents as may be necessary to properly effectuate any conveyance,
10 transfer, assignment, lease, or delivery of title, excluding mineral rights, to the property
11 described in Section 1 of this Act, and as more specifically described in any such agreements
12 entered into and documents executed by and between the commissioner of administration,
13 the office of state lands, and Laviolette Assets, LLC, in exchange for consideration,
14 including the property described in Section 2 of this Act, proportionate to the appraised
15 value of the property in Section 1 of this Act.
16 Section 4.  This Act shall become effective upon signature by the governor or, if not
17 signed by the governor, upon expiration of the time for bills to become law without signature
18 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
19 vetoed by the governor and subsequently approved by the legislature, this Act shall become
20 effective on the day following such approval.
