HOUSE BILL NO. 810

MTR VEHICLE/LICEN PLATES:  Creates the "International Association of Firefighters"
specialty license plate
1	AN ACT
2To enact R.S. 47:463.214, relative to motor vehicle special prestige license plates; to provide
3 for the "International Association of Firefighters" special prestige license plate; to
4 provide for the creation, issuance, design, implementation, fees, distribution, and rule
5 promulgation applicable to such license plate; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 47:463.214 is hereby enacted to read as follows:
8 ยง463.214.  Special prestige license plate; "International Association of Firefighters"
9	A.  The secretary of the Department of Public Safety and Corrections shall
10 establish a special prestige motor vehicle license plate to be known as the
11 "International Association of Firefighters" plate, provided there is a minimum of one
12 thousand applicants for such plate.  The plate shall be restricted to use on passenger
13 cars, pickup trucks, recreational vehicles, motorcycles, and vans.
14	B.  The secretary shall work in conjunction with the president of the
15 Professional Firefighters Association of Louisiana to select the color and design of
16 the plate, provided it is in compliance with R.S. 47:463(A)(3).  The design shall
17 include the words "International Association of Firefighters" and shall contain the
18 logo of the International Association of Firefighters.
19	C.  The special prestige license plate shall be issued and renewed, upon
20 application and receipt of a letter of good standing from the president of the

1 Professional Firefighters Association of Louisiana, to a citizen of Louisiana certified
2 as a member of the International Association of Firefighters in the same manner as
3 any other motor vehicle license plate.
4	D.  The department shall collect an annual royalty fee of twenty-five dollars
5 that shall be disbursed in accordance with Subsection E of this Section.  This royalty
6 fee shall be in addition to the standard motor vehicle license tax imposed by Article
7 VII, Section 5 of the Constitution of Louisiana, and a handling fee of three dollars
8 and fifty cents for each plate to be retained by the department to offset a portion of
9 administrative costs.
10	E.  The annual royalty fee shall be collected by the department and forwarded
11 to the Professional Firefighters Association of Louisiana.  The  monies received from
12 the royalty fees shall be used to provide relief for members of the International
13 Association of Firefighters who have suffered catastrophic injuries due to significant
14 losses resulting from a hurricane, flood, tornado, fire, or loss of a minor child.
15	F.  The secretary shall promulgate and adopt rules and regulations as are
16 necessary to implement the provisions of this Section.
17 Section 2.  The Department of Public Safety and Corrections, office of motor
18vehicles, is hereby directed to create the special prestige license plate when the applicable
19statutory provisions are met and its system is updated to accommodate the creation of new
20plates.

Proposed law requires that the secretary work in conjunction with the president of the
Professional Firefighters Association of La. to select the color and design of the plate.
Requires the design include the phrase "International Association of Firefighters" and the
logo.
Proposed law specifies that the license plate will be issued and renewed, upon application
and receipt of a letter of good standing from the president of the Professional Firefighters
Association of La., to a citizen of La. certified as a member of the International Association
of Firefighters in the same manner as any other motor vehicle license plate.
Proposed law requires the department to collect an annual royalty fee of $25 in addition to
the standard motor vehicle license tax and a $3.50 handling fee for each plate to be retained
by the department to offset a portion of administrative costs.
Proposed law requires monies received from the royalty fees to be forwarded to Professional
Firefighters Association of La.  Specifies that the monies received from the royalty fees shall
be used to provide relief for members of the International Association of Firefighters who
have suffered catastrophic injuries due to significant losses resulting from a hurricane, flood,
tornado, fire, or loss of a minor child.
Proposed law requires the secretary to promulgate and adopt rules and regulations to
implement the provisions provided in proposed law.
Directs the Dept. of Public Safety and Corrections, office of motor vehicles, to create the
"International Association of Firefighters" speciality license plate when the applicable
statutory provisions are met and its system is updated to accommodate the creation of new
plates.
