HLS 22RS-1273 ORIGINAL 2022 Regular Session HOUSE BILL NO. 857 BY REPRESENTATIVE HORTON MTR VEHICLE/LICEN PLATES: Creates the "Louisiana Wild Turkey Federation" specialty license plate 1 AN ACT 2To enact R.S. 47:463.214, relative to motor vehicle special prestige license plates; to 3 establish the "Louisiana Wild Turkey Federation" specialty license plate; to provide 4 for the creation, issuance, design, fees, implementation, distribution, and rule 5 promulgation applicable to such license plate; to provide an effective date; and to 6 provide for related matters. 7Be it enacted by the Legislature of Louisiana: 8 Section 1. R.S. 47:463.214 is hereby enacted to read as follows: 9 ยง463.214. Special prestige license plate; "Louisiana Wild Turkey Federation" 10 A. The secretary of the Department of Public Safety and Corrections shall 11 establish a special prestige motor vehicle license plate to be known as the "Louisiana 12 Wild Turkey Federation" plate, provided there is a minimum of one thousand 13 applicants for such plate. The plate shall be restricted to use on passenger cars, 14 pickup trucks, recreational vehicles, motorcycles, and vans. 15 B. The secretary shall work in conjunction with the secretary of the 16 Louisiana Wild Turkey Federation, Inc. to select the color and design of the plate, 17 provided it is in compliance with R.S. 47:463(A)(3). The design shall include 18 NWTF Conserve.Hunt.Share. and the Louisiana Wild Turkey Federation official 19 logo. The special prestige license plate shall be issued, upon application, to any 2 citizen of Louisiana in the same manner as any other motor vehicle license plate. 3 D. The department shall collect an annual royalty fee of twenty-five dollars 4 that shall be disbursed in accordance with Subsection E of this Section. This fee 5 shall be in addition to the standard motor vehicle license tax imposed by Article VII, 6 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and 7 fifty cents for each plate to be retained by the department to offset a portion of 8 administrative costs. 9 E. The annual royalty fee shall be collected by the department and forwarded 10 to the Louisiana Wild Turkey Federation. The monies received from the royalty fees 11 shall be used to aid in conservation of the wild turkey through management and 12 habitat improvement, collaborative work with other conservation organizations and 13 government entities, research, and the preservation of the National Wild Turkey 14 Federation hunting heritage that supports the traditions of safe, ethical hunting and 15 teach conservation principals. 16 F. The secretary shall promulgate and adopt rules and regulations as are 17 necessary to implement the provisions of this Section. 18 Section 2. This Act shall become effective upon signature by the governor or, if not 19signed by the governor, upon expiration of the time for bills to become law without signature 20by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 21vetoed by the governor and subsequently approved by the legislature, this Act shall become 22effective on the day following such approval. 23 Section 3. The Department of Public Safety and Corrections, office of motor 24vehicles, is hereby directed to create the special prestige license plate when the applicable 25statutory provisions are met and its system is updated to accommodate the creation of new 26plates.
