Abstract:  Provides relative to the reporting of arrests for the production, manufacture, distribution,
or dispensing or possession with intent to produce, manufacture, or distribute heroin,
fentanyl, or carfentanil.
Proposed law requires any local law enforcement agency or officer who arrests a person for the
production, manufacturing, distribution, or dispensing or possessing with intent to produce,
manufacture, or distribute heroin or a mixture or substance containing a detectable amount of heroin
or its analogues as provided in present law (R.S. 40:966), fentanyl or a mixture or substance
containing a detectable amount of fentanyl or its analogues, or carfentanil or a mixture or substance
containing a detectable amount of carfentanil or its analogues as provided in present law (R.S.
40:967), to publish the name, address, date of arrest, and the offense upon which the person was
arrested in the official journal of the parish where the arrest occurred, the official journal of the state,
or on the website of the law enforcement agency.
Proposed law further requires the law enforcement agency or officer to notify the narcotics section
of La. State Police within 72 hours of the arrest of the name, address, date of arrest of the person,
and the offense upon which the person was arrested.
Effective upon signature of governor or lapse of time for gubernatorial action.
