HOUSE BILL NO. 96

MTR VEHICLE/LICEN PLATES:  Creates the "United Most Worshipful St. John's Grand
Lodge of Louisiana A.F. & A.M." and the "Daughters of Universal Grand Chapter
Order of the Eastern Star" specialty license plates
1	AN ACT
2To enact R.S. 47:463.214 and 463.215, relative to motor vehicle special prestige license
3 plates; to establish the "United Most Worshipful St. John's Grand Lodge of Ancient,
4 Free and Accepted Scottish Rite Masons for the state of Louisiana" and the
5 "Daughters of Universal Grand Chapter Order of Eastern Star" specialty license
6 plates; to provide for the creation, issuance, design, fees, implementation,
7 distribution, and rule promulgation applicable to such license plates; and to provide
8 for related matters.
9Be it enacted by the Legislature of Louisiana:
10 Section 1.  R.S. 47:463.214 and 463.215 are hereby enacted to read as follows:
11 §463.214.  Special prestige license plate; "United Most Worshipful St. John's Grand
12	Lodge of Ancient, Free and Accepted Scottish Rite Masons for the state of
13	Louisiana"
14	A.  The secretary of the Department of Public Safety and Corrections shall
15 establish a special prestige motor vehicle license plate to be known as the "United
16 Most Worshipful St. John's Grand Lodge of Louisiana A.F.& A.M." plate, provided
17 there is a minimum of one thousand applicants for such plate.  The plate shall be
18 restricted to use on passenger cars, pickup trucks, recreational vehicles, motorcycles,
19 and vans.

1	B.  The secretary shall work in conjunction with the deputy grand master of
2 the United Most Worshipful St. John's Grand Lodge of Ancient, Free and Accepted
3 Scottish Rite Masons for the state of Louisiana to select the color and design of the
4 plate, provided it is in compliance with R.S. 47:463(A)(3).  The design may include
5 the words "United Most Worshipful St. John's Grand Lodge of Louisiana A.F. &
6 A.M."
7	C.  The special prestige license plate shall be issued, upon application, to any
8 citizen of Louisiana in the same manner as any other motor vehicle license plate.
9	D.  The department shall collect an annual royalty fee of twenty-five dollars
10 that shall be disbursed in accordance with Subsection E of this Section.  This royalty
11 fee shall be in addition to the standard motor vehicle license tax imposed by Article
12 VII, Section 5 of the Constitution of Louisiana, and a handling fee of three dollars
13 and fifty cents for each plate to be retained by the department to offset a portion of
14 administrative costs.
15	E.  The annual royalty fee shall be collected by the department and forwarded
16 to the United Most Worshipful St. John's Grand Lodge of Ancient, Free and
17 Accepted Scottish Rite Masons for the state of Louisiana.  The monies received from
18 the royalty fees shall be used for monthly expenses and building maintenance.
19	F.  The secretary shall promulgate and adopt rules and regulations as are
20 necessary to implement the provisions of this Section.
21 §463.215.  Special prestige license plate; "Daughters of Universal Grand Chapter
22	Order of Eastern Star"
23	A.  The secretary of the Department of Public Safety and Corrections shall
24 establish a special prestige motor vehicle license plate to be known as the "Daughters
25 of Universal Grand Chapter Order of Eastern Star" plate, provided there is a
26 minimum of one thousand applicants for such plate.  The plate shall be restricted to
27 use on passenger cars, pickup trucks, recreational vehicles, motorcycles, and vans.
28	B.  The secretary shall work in conjunction with the deputy grand master of

18 Section 2.  The Department of Public Safety and Corrections, office of motor
19vehicles, is hereby directed to create these special prestige license plates when the applicable
20statutory provisions are met and its system is updated to accommodate the creation of new
21plates.

license plate to be known as the "United Most Worshipful St. John's Grand Lodge of
Louisiana A.F. & A.M." and the "Daughters of Universal Grand Chapter Order of Eastern
Star" license plates, provided there is a minimum of 1,000 applicants for each plate.
Proposed law requires that the secretary work in conjunction with the deputy grand master
of the United Most Worshipful St. John's Grand Lodge of Ancient, Free and Accepted
Scottish Rite Masons for the state of La. to select the color and design of the plates.
Proposed law specifies that the license plate will be issued, upon application, to any citizen
of La. in the same manner as any other motor vehicle license plates.
Proposed law requires the department to collect an annual royalty fee of $25 in addition to
the standard motor vehicle license tax and a $3.50 handling fee for each plate to be retained
by the department to offset a portion of administrative costs.
Proposed law requires monies received from the royalty fees for each plate to be forwarded
to the United Most Worshipful St. John's Grand Lodge of Ancient, Free and Accepted
Scottish Rite Masons for the state of La.  Specifies that the monies received from the royalty
fees shall be used for monthly expenses and building maintenance.
Proposed law requires the secretary to promulgate and adopt rules and regulations to
implement the provisions provided in proposed law.
Directs the Dept. of Public Safety and Corrections, office of motor vehicles, to create the
"United Most Worshipful St. John's Grand Lodge of Louisiana A.F. & A.M." and the
"Daughters of Universal Grand Chapter Order of Eastern Star" speciality license plates when
the applicable statutory provisions are met and its system is updated to accommodate the
creation of new plates.
