ENROLLED ACT No. 29 2022 Regular Session HOUSE BILL NO. 96 BY REPRESENTATIVE BRASS 1 AN ACT 2 To enact R.S. 47:463.214 and 463.215, relative to motor vehicle special prestige license 3 plates; to establish the "United Most Worshipful St. John's Grand Lodge of Ancient, 4 Free and Accepted Scottish Rite Masons for the state of Louisiana" and the 5 "Daughters of Universal Grand Chapter Order of Eastern Star" specialty license 6 plates; to provide for the creation, issuance, design, fees, implementation, 7 distribution, and rule promulgation applicable to such license plates; and to provide 8 for related matters. 9 Be it enacted by the Legislature of Louisiana: 10 Section 1. R.S. 47:463.214 and 463.215 are hereby enacted to read as follows: 11 §463.214. Special prestige license plate; "United Most Worshipful St. John's Grand 12 Lodge of Ancient, Free and Accepted Scottish Rite Masons for the state of 13 Louisiana" 14 A. The secretary of the Department of Public Safety and Corrections shall 15 establish a special prestige motor vehicle license plate to be known as the "United 16 Most Worshipful St. John's Grand Lodge of Louisiana A.F.& A.M." plate, provided 17 there is a minimum of one thousand applicants for such plate. The plate shall be 18 restricted to use on passenger cars, pickup trucks, recreational vehicles, motorcycles, 19 and vans. 20 B. The secretary shall work in conjunction with the deputy grand master of 21 the United Most Worshipful St. John's Grand Lodge of Ancient, Free and Accepted 22 Scottish Rite Masons for the state of Louisiana to select the color and design of the Page 1 of 3 CODING: Words in struck through type are deletions from existing law; words underscored are additions. HB NO. 96 ENROLLED 1 plate, provided it is in compliance with R.S. 47:463(A)(3). The design may include 2 the words "United Most Worshipful St. John's Grand Lodge of Louisiana A.F. & 3 A.M." 4 C. The special prestige license plate shall be issued, upon application, to any 5 citizen of Louisiana in the same manner as any other motor vehicle license plate. 6 D. The department shall collect an annual royalty fee of twenty-five dollars 7 that shall be disbursed in accordance with Subsection E of this Section. This royalty 8 fee shall be in addition to the standard motor vehicle license tax imposed by Article 9 VII, Section 5 of the Constitution of Louisiana, and a handling fee of three dollars 10 and fifty cents for each plate to be retained by the department to offset a portion of 11 administrative costs. 12 E. The annual royalty fee shall be collected by the department and forwarded 13 to the United Most Worshipful St. John's Grand Lodge of Ancient, Free and 14 Accepted Scottish Rite Masons for the state of Louisiana. The monies received from 15 the royalty fees shall be used for monthly expenses and building maintenance. 16 F. The secretary shall promulgate and adopt rules and regulations as are 17 necessary to implement the provisions of this Section. 18 §463.215. Special prestige license plate; "Daughters of Universal Grand Chapter 19 Order of Eastern Star" 20 A. The secretary of the Department of Public Safety and Corrections shall 21 establish a special prestige motor vehicle license plate to be known as the "Daughters 22 of Universal Grand Chapter Order of Eastern Star" plate, provided there is a 23 minimum of one thousand applicants for such plate. The plate shall be restricted to 24 use on passenger cars, pickup trucks, recreational vehicles, motorcycles, and vans. 25 B. The secretary shall work in conjunction with the deputy grand master of 26 the United Most Worshipful St. John's Grand Lodge of Ancient, Free and Accepted 27 Scottish Rite Masons for the state of Louisiana to select the color and design of the 28 plate, provided it is in compliance with R.S. 47:463(A)(3). The Department of Public Safety and Corrections, office of motor 16 vehicles, is hereby directed to create these special prestige license plates when the applicable 17 statutory provisions are met and its system is updated to accommodate the creation of new 18 plates.
