HLS 22RS-456 ORIGINAL 2022 Regular Session HOUSE CONCURRENT RESOL UTION NO. 123 BY REPRESENTATIVE WRIGHT INTERNATIONAL AFFAIRS: Recognizes the economic ties and friendship that the United States and Louisiana have with the Republic of China (Taiwan) 1 A CONCURRENT RESOL UTION 2To express recognition and encouragement of Taiwan's economic ties and friendship with 3 the United States and Louisiana. 4 WHEREAS, the Taiwan Relations Act of 1979 was created to preserve and promote 5extensive, close, and friendly commercial, cultural, and other relations between the United 6States and Taiwan; and 7 WHEREAS, Taiwan currently ranks as our nation's eighth largest trading partner 8and as of March 2022, bilateral trade in goods were approximately thirty-two billion two 9hundred million dollars; and 10 WHEREAS, a robust trade and investment partnership between these two countries 11provide a solid foundation for a mutually beneficial bilateral trade agreement, which will 12spur job creation, expand the global market, and secure international supply chains; and 13 WHEREAS, Taiwan, in addition to being in a great position to revitalize the global 14supply chain, is committed to helping address global challenges from humanitarian crises 15to nontraditional security threats, which has been especially demonstrated through Taiwan's 16efforts to combat the coronavirus pandemic; and 17 WHEREAS, in 2020, Taiwan donated ten million face masks to countries in need, 18of which two million masks were sent to the United States, and its disease prevention 19measures, known as the Taiwan Model, have received global recognition and has bolstered 20unprecedented international support for Taiwan's bid to participate in the World Health 21Assembly; and Page 1 of 3 HLS 22RS-456 ORIGINAL HCR NO. 123 1 WHEREAS, during the coronavirus pandemic, Taiwan and the United States signed 2the Taiwan-U.S. Anti-Epidemic Partnership, also known as the Partnership against 3Coronavirus, to demonstrate the two countries collaborative efforts and determination to 4combat the coronavirus pandemic; and 5 WHEREAS, in addition to past collaborations that involve combating the 6coronavirus pandemic, the two countries have partnered together on a range of issues to 7promote common values of freedom, democracy, and human rights and have created 8programs, such as the Global Cooperation and Training Framework, which Taiwan along 9with the United States and the Japan-Taiwan Exchange Association jointly administer to 10promote Taiwan's expertise in a wide variety of fields, such as human rights, women's 11empowerment, digital economy and cybersecurity, and public health; and 12 WHEREAS, in addition to creating and maintaining international bonds with our 13nation, Taiwan has also developed a strong and special bond with this state; and 14 WHEREAS, this year marks the thirty-seventh anniversary of the sister state 15relationship between Louisiana and Taiwan, a bond nurtured through mutually beneficial 16exchanges; and 17 WHEREAS, an example of those mutually beneficial exchanges, is the successful 18and profitable bilateral trade between Taiwan and Louisiana; and 19 WHEREAS, in 2020, Louisiana's exports to Taiwan reached approximately three 20hundred ninety million dollars in commodities and Louisiana's imports from Taiwan reached 21approximately one hundred thirty-two million dollars in Taiwanese commodities; and 22 WHEREAS, not only has Taiwan's unwavering friendship with this nation and its 23sister state, Louisiana, proven to be fathomless throughout the decades, both the United 24States and Louisiana have benefitted immensely and continue to benefit immensely from 25Taiwan's economic investment and companionship. 26 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 27express its recognition and encouragement of Taiwan's economic ties and friendship with 28the United States and Louisiana. 29 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby express 30all of the following: Page 2 of 3 HLS 22RS-456 ORIGINAL HCR NO. 123 1 (1)Support for a bilateral trade agreement between the United States and Taiwan 2 for Taiwan's participation in the Comprehensive and Progressive Agreement 3 for Trans-Pacific Partnership. 4 (2)Support for Taiwan's meaningful participation in the International Criminal 5 Police Organization (Interpol), the International Civil Aviation Organization, 6 the United Nations Framework Convention on Climate Change, and the 7 World Health Assembly. 8 (3)Support for Louisiana to establish a partnership with Taiwan through the 9 National Guard State Partnership program to build on our decades of 10 mutually beneficial relations. 11 (4)Support for recognition of the forty-third anniversary of the enactment of the 12 Taiwan Relations Act and the thirty-seventh anniversary of the sister state 13 relationship between Louisiana and Taiwan. 14 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Mr. 15Robert Lo, Director General of the Taipei Economic and Cultural Office in Houston.
