HLS 22RS-201 REENGROSSED 2022 Regular Session HOUSE CONCURRENT RESOL UTION NO. 19 BY REPRESENTATIVES HODGES AND ROBBY CARTER HIGHWAYS: Urges and requests the Department of Transportation and Development to study the practicality and feasibility of designing and utilizing a traffic roundabout at a four-way stop intersection in Livingston Parish 1 A CONCURRENT RESOL UTION 2To urge and request the Department of Transportation and Development to study the 3 practicality and feasibility of expanding Highway 16 to a four-lane highway from 4 Watson to the St. Helena Parish line, designing and utilizing a traffic roundabout in 5 Livingston Parish at the intersection of Highway 447 Walker Road North and 6 Highway 1025 Arnold Road, and to report its findings to the House and Senate 7 Transportation, Highways and Public Works Committees prior to the convening of 8 2023 Regular Session. 9 WHEREAS, economic growth and increased commercial activity in the Walker area 10has been most welcomed but unfortunately it has also brought increased traffic congestion; 11and 12 WHEREAS, the four-way stop at the intersection of Highway 447 Walker Road 13North and Highway 1025 Arnold Road which was once sufficient to handle the traffic 14volume with little or no delay for motorist is becoming more congested and there is now a 15need to relieve vehicular traffic congestions; and 16 WHEREAS, standard four-way stop intersections can become particularly congested 17increasing frustration and commute time of motorists; and 18 WHEREAS, traffic roundabouts are designed to provide a continuous flow of traffic, 19thereby decreasing congestion at heavily traveled intersections while increasing traffic 20efficiency and promoting driver safety; and Page 1 of 2 HLS 22RS-201 REENGROSSED HCR NO. 19 1 WHEREAS, the Department of Transportation and Development should aggressively 2pursue alternative and innovative solutions to traffic congestion at heavily traveled and 3congested intersections by expanding two-lane highways and designing and utilizing traffic 4roundabouts as a means to efficiently, safely, and cost effectively eliminate or reduce as 5much traffic congestion as possible. 6 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 7urge and request the Department of Transportation and Development to study the practicality 8and feasibility of expanding Highway 16 to a four-lane highway from Watson to the St. 9Helena Parish line and designing and utilizing a traffic roundabout as an alternative to the 10four-way stop intersection at Highway 447 Walker Road North and Highway 1025 Arnold 11Road, and to report its findings to the House and Senate Transportation, Highways and 12Public Works Committees prior to the convening of the 2023 Regular Session. 13 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 14secretary of the Department of Transportation and Development.
