HOUSE CONCURRENT RESOL UTION NO. 26
BY REPRESENTATIVES COUSSAN, BOURRIAQUE, CARRIER, KERNER, MINCEY,
ORGERON, RISER, AND ROMERO
ENERGY:  Urges and requests the president of the United States to consider the current
geopolitical tensions and support policies and take measures to ensure America's
long-term energy affordability, security, leadership, and progress

2To urge and request the president of the United States to consider the current geopolitical
3 tensions and support policies and take measures to ensure America's long-term
4 energy affordability, security, leadership, and progress, including actions that result
5 in the continued operation of existing oil and natural gas pipelines, the construction
6 of new oil and gas pipelines, and an end to restrictions on developing our nation's
7 onshore and offshore oil and natural gas resources.
8 WHEREAS, oil and natural gas are vital components of our nation's economy,
9providing more than eleven million jobs nationwide, including approximately three hundred
10and forty-five thousand total jobs and approximately twenty-five billion dollars in gross
11domestic income in Louisiana alone; and
12 WHEREAS, United States energy abundance has provided security that has
13historically led to reliable, affordable energy for American consumers and our allies; and
14 WHEREAS, the world is looking to America for energy leadership and stability as
15current geopolitical events pose potential economic disruptions when inflation already
16affects households, both in the United States and across Europe; and
17 WHEREAS, operation and expansion of a key component of America's energy
18success, our oil and natural gas pipelines, which provide the most efficient means of
19transporting those commodities, are being blocked by the federal government and many state
20governments; and

1 WHEREAS, the Biden Administration continues to increase costs and delay efforts
2to develop oil and natural gas leasing on federal lands and waters despite the fact that the
3program provides billions in revenue to federal, state, and local governments and supports
4conservation programs throughout the country; and
5 WHEREAS, domestic offshore production is one of the lowest carbon intensive
6energy-producing regions in the world, and halting offshore leasing and development will
7shift production and capital investment overseas and undermine decades of environmental
8progress.
9 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
10strongly urge and request the president of the United States to take measures and support
11policies that ensure long-term American energy affordability, security, leadership, and
12progress, including actions that result in the continued operation of existing oil and natural
13gas pipelines, the construction of new oil and gas pipelines, the resumption of consistent,
14credible federal lease sales, and the immediate preparation of a new five-year program to
15guide future offshore leasing.
16 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
17president of the United States, the United States secretary of the interior, the United States
18secretary of transportation, the Federal Energy Regulatory Commission, the Louisiana
19congressional delegation, and the news media of Louisiana.
