Authorizes the House Committee on Ways and Means and the Senate Committee on Revenue and
Fiscal Affairs to meet and function as a joint committee to study the practicality and feasibility of
phasing-in property tax increases when the assessed value of property increases after the
reassessment of the property by a percentage of less than 50% of the previous year's assessed value.
