HLS 22RS-1886 REENGROSSED 2022 Regular Session HOUSE CONCURRENT RESOL UTION NO. 81 BY REPRESENTATIVE MINCEY EDUCATION: Creates the Workforce Opportunity and Readiness Task Force to study and report relative to workforce readiness programs and activities in public schools 1 A CONCURRENT RESOL UTION 2To create the Workforce Opportunity and Readiness Task Force to study workforce 3 readiness programs and activities in the state's public schools, identify successful 4 programs and practices, and develop recommendations for improvement and to 5 provide for submission of an initial and final written report of findings and 6 recommendations by January 16, 2023, and January 15, 2024, respectively. 7 WHEREAS, creating opportunities for students to be prepared to enter the workforce 8or workforce training directly from high school is critical to a growing economy; and 9 WHEREAS, promoting career and workforce readiness should be recognized as 10having the same importance as preparing students for postsecondary education opportunities; 11and 12 WHEREAS, public schools should be afforded support in the effort to promote and 13provide career and workforce opportunities to students; and 14 WHEREAS, identifying programs and practices that have been successful will enable 15the state and public schools to provide better opportunities to students. 16 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 17create the Workforce Opportunity and Readiness Task Force to study workforce readiness 18programs and activities in the state's public schools, identify successful programs and 19practices, and develop recommendations for improvement. Page 1 of 4 HLS 22RS-1886 REENGROSSED HCR NO. 81 1 BE IT FURTHER RESOLVED that the task force shall be composed of the 2following members: 3 (1) The speaker of the House of Representatives or his designee. 4 (2) The president of the Senate or his designee. 5 (3) The president of the Louisiana Community and Technical College System. 6 (4) A representative of the state Department of Education designated by the state 7superintendent of education. 8 (5) The president of the State Board of Elementary and Secondary Education or his 9designee. 10 (6) A representative of the Louisiana School Boards Association designated by the 11governing authority of the association. 12 (7) A representative of the Louisiana Association of School Superintendents 13designated by the governing authority of the association. 14 (8) The executive director of the Louisiana Association of Public Charter Schools 15or his designee. 16 (9) A designee of the governing authority of the Louisiana Association of Principals 17who is a career and technical education coordinator from a large district (greater than or 18equal to 20,000 students) with a successful career and technical education program. 19 (10) A designee of the governing authority of the Louisiana Association of 20Principals who is a career and technical education coordinator from a small district (less than 21or equal to 3,000 students) with a successful career and technical education program. 22 (11) A designee of the governing authority of the Louisiana Association of School 23Executives who is a principal from a large high school (greater than or equal to 1,500 24students) with a successful career and technical education program. 25 (12) A designee of the governing authority of the Louisiana Association of School 26Executives who is a principal from a small high school (less than or equal to 200 students) 27with a successful career and technical education program. 28 (13) The president and chief executive officer of the Council for A Better Louisiana 29or his designee. Page 2 of 4 HLS 22RS-1886 REENGROSSED HCR NO. 81 1 (14) A representative of the Louisiana Chamber of Commerce Foundation 2designated by the governing authority of the foundation. 3 (15) A representative of the Louisiana Economic Development Corporation 4designated by the governing authority of the corporation. 5 (16) The secretary of the Louisiana Workforce Commission or his designee. 6 (17) A representative of the Louisiana Association of Business and Industry 7designated by the governing authority of the association. 8 BE IT FURTHER RESOLVED that the president of the Louisiana Community and 9Technical College System (LCTCS) shall be responsible for designating LCTCS staff to 10assist the task force in performing its duties, shall serve as chair of the task force, and shall 11call the first meeting of the task force, which shall be held not later than July 15, 2022, and 12at which time the task force shall adopt rules of procedure, a work schedule, and any 13additional measures that it deems necessary for the timely performance of its duties, 14including selection of a vice chair and other officers. 15 BE IT FURTHER RESOLVED that the termination date of the task force shall be 16two years after the convening of its first meeting, unless it is deemed necessary by the 17LCTCS president to extend the task force's operations by another year to monitor and assist 18with implementation of any recommendations. 19 BE IT FURTHER RESOLVED that members of the task force shall serve without 20compensation. 21 BE IT FURTHER RESOLVED that the task force shall submit an initial written 22report of findings of recommendations by January 16, 2023, and a final written report of 23findings and recommendations by January 15, 2024, to the governor, the state superintendent 24of education, the House Committee on Education, the Senate Committee on Education, the 25president of the State Board of Elementary and Secondary Education, and the author of this 26Resolution, which shall include recommendations for legislation, if any, relative to the 27following: 28 (1) Current workforce readiness programs and activities in the state's public schools, 29including but not limited to high school vocational education programs, dual enrollment 30programs, and internships. Page 3 of 4 HLS 22RS-1886 REENGROSSED HCR NO. 81 1 (2) Successful workforce readiness programs and practices in Louisiana and 2elsewhere, including the identification of best practices from these models to guide the 3expansion of career and technical education program development. 4 (3) Impediments to more successful workforce readiness programs and practices in 5Louisiana, including those in rural communities. 6 (4) Funding mechanisms for workforce readiness programs and activities. 7 (5) Incentives for districts implementing industry-based opportunities on the state 8focus list where students are achieving at the advanced levels. 9 (6) Training opportunities for principals, career and technical education coordinators 10or those in equivalent positions, and teachers or instructors, including recommendations 11related to teacher certification for faculty teaching career and technical education courses. 12 (7) Tax incentive opportunities for businesses and industries participating in training 13programs, apprenticeships, internships, or externships. 14 (8) Industry certifications, including those obtained in traditional and nontraditional 15classrooms. 16 (9) Inclusion of workforce readiness programs and activities in the school and 17district accountability system.
