HOUSE CONCURRENT RESOL UTION NO. 83

INSURANCE/HEALTH:  Creates the Louisiana All-Payer Claims Database Task Force
1	A CONCURRENT RESOL UTION
2To create the Louisiana All-Payer Claims Database Task Force to study and make
3 recommendations regarding the implementation of an all-payer claims database to
4 facilitate the aggregation and use of health insurance and government health benefits
5 claims data in Louisiana.
6 WHEREAS, insurance is an industry affected with public interest, and it is the duty
7of the Louisiana Legislature to enact legislation governing the regulation of that industry
8after well-informed, reasoned analysis; and
9 WHEREAS, a critical element of such analysis in the case of health and accident
10insurance is the evaluation of utilization and claims trends, whether due to behavioral
11changes, population health changes, or changes to the Louisiana Insurance Code; and
12 WHEREAS, such analysis cannot be effectively performed without a unified
13database of healthcare claims information spanning both the commercial insurance and
14government benefits sectors; and
15 WHEREAS, over twenty states have implemented an all-payer claims database to
16address this need and the Consolidated Appropriations Act, 2021 provided additional
17funding for states seeking to implement such a database; and
18 WHEREAS, such a database can serve critical health research needs, leading to
19improvements in health care and health policy.
20 THEREFORE, BE IT RESOLVED that the Louisiana Legislature does hereby create
21the Louisiana All-Payer Claims Database Task Force to study the implementation of an

1all-payer claims database to facilitate the aggregation and use of health insurance and
2government health benefits claims data, and to make recommendations to the legislature.
3 BE IT FURTHER RESOLVED that the task force shall be composed of the
4following members:
5 (1)  The commissioner of insurance or his designee.
6 (2)  The secretary of the Louisiana Department of Health or his designee.
7 (3)  The chief executive officer of the Office of Group Benefits or his designee.
8 (4)  A designee from the Louisiana Association of Health Plans.
9 (5)  A designee from the Louisiana Hospital Association.
10 (6)  A designee from the Louisiana State Medical Society.
11 (7)  A licensed insurance producer with expertise in health insurance, designated by
12the commissioner of insurance.
13 (8)  A researcher from a private research institute with expertise in health data
14analysis, designated by the commissioner of insurance.
15 (9)  A researcher from the Louisiana State University System with expertise in health
16data analysis, designated by the president of the Louisiana State University System.
17 BE IT FURTHER RESOLVED that the commissioner of insurance shall serve as the
18chairman of the task force and the staff of the Department of Insurance shall provide support
19to the task force.
20 BE IT FURTHER RESOLVED that the members of this task force shall serve
21without compensation, except per diem or expenses reimbursement to which they may be
22individually entitled as members of their constituent organizations.
23 BE IT FURTHER RESOLVED that a majority of the total membership shall
24constitute a quorum of the task force, and any official action by the task force shall require
25an affirmative vote of a majority of the quorum present and voting.
26 BE IT FURTHER RESOLVED that the names of the members designated or selected
27as provided herein shall be submitted to the chairman of the task force by July 15, 2022, and
28the chairman shall thereafter call the first meeting of the task force by August 15, 2022.

1 BE IT FURTHER RESOLVED that the task force shall meet as necessary and make
2a written report of its findings to the legislature by February 1, 2023, together with any
3specific proposals for legislation.
4 BE IT FURTHER RESOLVED that the task force shall terminate upon the date of
5submission of its report.
6 BE IT FURTHER RESOLVED that a copy of the task force report be transmitted to
7the House Committee on Insurance and the Senate Committee on Insurance.
8 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
9commissioner of insurance, the secretary of the Louisiana Department of Health, the chief
10executive officer of the Office of Group Benefits, the president of the Louisiana Association
11of Health Plans, the president of the Louisiana Hospital Association, the president of the
12Louisiana State Medical Society, and the president of the Louisiana State University System.
