HLS 22RS-1829 ENGROSSED 2022 Regular Session HOUSE CONCURRENT RESOL UTION NO. 96 BY REPRESENTATIVE MAGEE HISTORIC COMMEMORATI ON: Provides relative to an America 250 state commission 1 A CONCURRENT RESOL UTION 2To create an America 250 state commission to work jointly with the federal America 250 3 commission to help plan and coordinate the celebration of the semiquincentennial 4 anniversary of the United States of America. 5 WHEREAS, on July 4, 2026, Americans across the United States will celebrate the 6250th anniversary of our great nation's founding, and America 250 is working tirelessly to 7organize and facilitate the observance of this milestone nationwide; and 8 WHEREAS, America 250 was established by the Semiquincentennial Commission 9Act of 2016 and is a federal commission that collaborates with affiliates at the local, 10territorial, state, tribal, regional, national, and international levels; the commission strives 11to educate, engage, and unite Americans throughout a commemorative period that ranges 12from 2020 to 2027; its efforts will culminate during the celebrations on July 4, 2026; and 13 WHEREAS, America 250's February 2022 Report to the President of the United 14States accounted for twenty-one states that have established commissions; these state 15commissions support America 250's mission by planning and implementing programs that 16honor the history and culture of the United States, including public art displays, museum 17exhibitions, and educational curricula, and the federal commission expects the widest 18participation to occur through state and local projects such as these; and 19 WHEREAS, America 250 intends for the celebration to inspire the American spirit 20by deepening our understanding of our nation's history and the democratic process; it also Page 1 of 3 HLS 22RS-1829 ENGROSSED HCR NO. 96 1strives to increase engagement in community and government and to foster unity between 2the "many" Americans and "one" nation; and 3 WHEREAS, the state of Louisiana can pay tribute to our nation's most foundational 4values by joining in the celebration of the United States of America's two hundred fiftieth 5anniversary. 6 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 7create an America 250 state commission to work jointly with the federal America 250 8commission to help plan and coordinate the celebration of the semiquincentennial 9anniversary of the United States of America. 10 BE IT FURTHER RESOLVED that the commission shall be composed of any 11members of the federal commission residing in the state of Louisiana as well as the 12following members: 13 (1) The governor, or his designee. 14 (2) The lieutenant governor, or his designee. 15 (3) The secretary of state, or his designee. 16 (4) The board of directors of the Louisiana Travel Association shall appoint one 17member. 18 (5) The State Board of Elementary and Secondary Education shall appoint one 19member. 20 (6) The president of the Louisiana Historical Association shall appoint one member. 21 (7) The assistant secretary of the Louisiana Department of Culture, Recreation and 22Tourism, office of cultural development shall appoint one member. 23 (8) The president of the Louisiana Association of Museums shall appoint one 24member. 25 (9) The governor of the Order of the Granaderos y Damas de Galvez shall appoint 26one member. 27 (10) The state archivist shall appoint one member. 28 (11) The executive director of the Governor's Office of Indian Affairs shall appoint 29one member. Page 2 of 3 HLS 22RS-1829 ENGROSSED HCR NO. 96 1 (12) The president of the Louisiana Endowment for the Humanities shall appoint one 2member. 3 (13) The commissioner of higher education shall appoint one member. 4 (14) The assistant secretary of the Department of Culture, Recreation and Tourism, 5office of state museums shall appoint one member 6 BE IT FURTHER RESOLVED that the commission shall be funded solely through 7donations and federal funds and that it shall be abolished on December 31, 2026.
